Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients / clients / residents and families : The Coordinator, Integrated Protection Services (IPS) Operations, is responsible for the day to day management of protection and security operations within an assigned IPS portfolio for Fraser Health. Responsible for ensuring security and protection services meet the Organizations’ specifications and standards through a commitment to ensuring a culturally safe therapeutic environment from a trauma informed perspective. Supervises, mentors and educates IPS Relational Security Officers (RSO). Monitors and evaluates contracted security providers services and staff. Provides input and expertise in the development of policies, standards and procedures for the Organizations. Coordinates relevant programs, education, training and responses to security events. Serves as a key resource to the Organizations’ staff and leadership on all protection related matters. Occasionally carries out typical Relational Security Officer duties such as patrolling buildings and grounds, securing property and responding to requests for assistance from staff and patients. Responsibilities Performs supervisory duties such as providing work directions, scheduling, and leave approvals, calling in relief staff, completing performance evaluations, maintaining departmental policies and procedures and participating in the orientation, training and education of assigned Relational Security Officer staff. Participates in the selection, hiring, and disciplinary process for staff reports. Ensures that effective performance measures are assigned, and that employees are motivated to achieve and exceed objectives in a professional, timely and quality manner. Responsible for the day to day management of protection and security operations within assigned portfolio. Monitors and evaluates contracted security providers services and staff. Recommends changes to scope of services and coordinates contracted services activities to meet the needs of the Organizations and related regulatory requirements. Manages and reconciles operational expenses for incidental needs. Assists Manager to ensure all spending is properly coded and aligns with budget expectations. Works with vendors and purchasing department on reparations and ordering of new supplies. Maintains uniform and equipment inventory to meet current and upcoming demands. Serves as a primary point of contact and consultant to assigned portfolio leaders, administrators, directors and managers regarding security and protection activities. Participates in the development of action plans within the assigned portfolio. Conducts and coordinates all security and protection related investigations. Advises on, and recommends, risk reduction strategies and countermeasures to relevant partners. Implements approved strategies and countermeasures accordingly. Leads multi-disciplinary threat assessment investigations. Works closely with internal and external stakeholders, and makes recommendations towards achieving safe resolutions. Leads security incident management, workplace violence / aggressive incidents, and Code response protocols such as bomb threats, missing patient, abduction, etc. Recommends changes to ensure incident responses meet the needs of the Organizations. Maintains detailed documentation and records relating to activities, investigations, incidents, losses and resolutions. Prepares related reports and analysis. Participates in the coordination, implementation and maintenance of loss prevention and security risk event programs by assessing related threats and / or risks. Accountable for implementing and maintaining key IPS protocols (site security, controlled access plans, law enforcement response packages, maternity inspections and audits, elevated risk area assessments, etc.) within assigned portfolio. Provides input and expertise in the development, implementation and maintenance of IPS policies, standards and procedures for security and protection services within assigned portfolio. In collaboration with the Leads in other assigned portfolios, ensures policies, standards and procedures are consistent across the Organizations Liaises with external partners such as fire, police, ambulance, emergency response, correction authorities, etc. to ensure cooperation and coordination of site activities with the Organizations to expedite investigations, gather information, and ensure the safety and security of others. Implements new procedures and approaches to security, safety, workplace violence and loss prevention based on reports of incidents, accidents and other relevant information. Collaborates with the Organizations’ staff in the development of emergency response planning goals and objectives. Assists in developing and managing operating and capital budgets for the assigned portfolio, including managing and reporting expenditures, ensuring efficient utilization of financial resources and performing variance analysis. Monitors expenditures to ensure they are within established parameters. Implements remedial action as directed. Identifies and evaluates new initiatives, developments and trends in security through literature review, contact with peers at other health organizations, industry advisory groups, professional associations and attendance at seminars, workshops and education programs. Communicates information and makes recommendations to the Manager or designate. Coordinates the implementation and monitoring of approved initiatives. Provides recommendations in the development of information and reporting systems in support of Integrated Protection Services, including networked incident reporting, IPS intranet sites and Community of Practice portals. Identifies and evaluates new initiatives, developments and trends in security and emergency management through literature review, contact with peers at other organizations, industry advisory groups, professional associations and attendance at seminars, workshops and education programs. Communicates information and makes recommendations to the Manager or designate. Coordinates the implementation and monitoring of approved initiatives. Provides after hours on call support for the Organizations as required. May be required to work on a scheduled after hours shift rotation. Performs other duties as required. Qualifications Education and Experience Diploma in criminal justice / law enforcement, business administration or related discipline. A professional designation and specialized training in Security, Emergency Management, Occupational Health, Safety and Risk Management an asset. Minimum five years recent related experience including one years in a supervisory capacity in security / protection services in a large complex multi-site organization. Or an equivalent combination of education, training and experience. Commitment to obtaining the International Association of Healthcare Security & Safety’s (IAHSS) Certified Healthcare Protection Professional designation within two years of starting the position. Valid Class 5 BC Driver’s Licence. Must be eligible for certification as a Peace Officer. Knowledge of security coordination / operations and law enforcement issues in a health care setting. Knowledge of security systems technologies, security countermeasures evaluation and selection and contract management practices. Strong interpersonal and negotiation skills. Ability to present to a wide range of individuals and stakeholders in a diverse community. Ability to build and maintain effective working relationships with agency management, contractor representatives and senior management Ability to implement, coordinate and direct programs and activities. Ability to develop and deliver training exercises, education programs and / or workshops to large audiences. Ability to exercise a high degree of judgment, maintain composure, and effectively act in emergency situations. Ability to apply basic budgeting and fiscal management principles. Ability to supervise. Ability to work independently and as a member of a team. Ability to operate related equipment including related software applications.
