Our client, the City of St. Catharines has 1,200+ employees serving over 450,000 residents from the municipal government level. We are currently looking for an Assistant City Solicitor II.
The Assistant City Solicitor II will be a member in the Legal Services division under the Legal and Clerk Services Department at the City of St. Catharines. The Legal Services division :
- Provides legal advice related to all facets of the City’s operations to City Council, the CAO and other City officials
- Prepares all by-laws, drafts and reviews agreements and contracts for the Corporation
- Represents the City in legal proceedings and real estate transactions
- Serves as Prosecutor for charges under the Provincial Offences Act, pursuant to the Building Code Act, Fire Code and municipal bylaws
- Receives and processes insurance claims
As an Assistant City Solicitor II, you will advise, as well as, represent the City in matters of law and provide quality legal advice and services to City Council and all Departments of the Corporation, with an emphasis in the area of real property law and development.
More specifically, the scope of your responsibilities will include, but are not limited to :
Assisting the Director of Legal Services in advising and representing the City in all matters of law, preparing legal opinions and providing legal advice to the Director, City Council and StaffFull carriage of the Corporation’s routine and complex real property transactions from negotiation to registrationDrafting by-laws, procedures and policy documentsNegotiating, drafting and reviewing legal agreements and other legal documents as necessaryAdvising and consulting with outside professionals on general municipal issues and providing instructions to external legal counsel as requiredAttending City Council and Committee meetings, preparing written reports and making presentations as requiredAssisting in the management of the Department as directed by the Director of Legal Services and performing all other duties as assignedJob Requirements :
A bachelor's degree and graduation from a recognised University and Law SchoolLaw Society of Ontario membership, in good standingFive (5) years of progressive experience practicing law, with a solid base of solicitors’ experience in real estate transactions is required as the duties will include negotiating and drafting agreements related to land acquisition and disposal, leases, licences and encroachments; and providing advice on planning and development areas of lawExperience in drafting and reviewing land development agreements, commercial contracts and corporate law would also be an assetThough not a prerequisite for the right candidate some Ontario Land Tribunal experience would be an advantageDemonstrated attendance / attainment of recent professional development educationWell-developed coaching, supervisory and leadership skills with a proven ability to deal with people sensitively, tactfully, diplomatically and professionallyExcellent communication, research and report writing skillsThe ability to work in a team environment, liaison with key external stakeholders and individuals / departments at all levels of the organization, as well as, function effectively with minimal supervisionAbility to work effectively as a member of a team, as well as, demonstrate innovation and accomplishmentAbility to work under conditions of strict confidentiality is essentialProficient computer skills and working knowledge of Microsoft Office Suite software programs and the ability to adapt quickly to applicable softwareA demonstrated commitment to enhancing a safety cultureWork Designation : Hybrid
