Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients / clients / residents and families : The Leader, Planning & Priorities, provides strategic and operational guidance and direction in developing and implementing the framework for organizational planning and reporting in Fraser Health. The Leader is responsible for building and connecting organizational planning capabilities as they relate to the framework, and designing and coordinating effective planning and evaluation processes that yield quality, integrated plans and reports that serve Fraser Health, Ministry of Health and public needs. Key to Fraser Health’s transformation capability, these strategies, plans and reports put focus on and drive short and long-term priorities across the organization, and enable measurement of results. Responsibilities Leads the development of organizational plans and reports (including Objectives and Key Results, Service Plan, Annual Service Plan Report, and progress reports) through an annual cycle of clarifying priorities and requirements of Ministry, Board and Executive, facilitating key executive decisions, engaging partners in identifying strategic and operational priorities, developing plans and facilitating the review and approval processes. These plans and reports align and integrate function-specific plans and reports from across the organization (including clinical, health human resource, information management, and capital). In collaboration with executive sponsors, develops, records, assesses and communicates the organization-wide perspective of major initiatives and changes underway, through the corporate Change Registry. Partners with clinical and corporate departments to develop annual and strategic plans that are aligned with provincial and Fraser Health priorities. Engages with corporate support partners to align data collection and reporting, risk management, and communication planning to executive planning needs and decisions. Regularly maps / integrates the status and results of planning processes and major organizational initiatives. Provides early thought leadership to executive sponsors on change initiative design and mitigation of risks for increased likelihood of success and benefit realization. Establishes evidence-based planning and reporting processes and templates, and monitors progress on key initiatives, maintains baseline reports, and identifies critical issues and trends for executive level awareness and decisions. Provides comprehensive analysis and reports to Executive and Ministry on corporate and provincial priorities. Provides strategic and organizational planning and reporting knowledge and leadership to other members of the ODPT team to enhance their awareness and understanding of the current strategic priorities, plans and commitments as well as of corporate and strategic planning processes and timelines. Develops and implements planning and reporting standards, tools and templates and establishes methodologies. Responsible for quality assurance (including providing direction to leaders across Fraser Health) to ensure integrity of plans and reports. Leads the selection and development of staff assigned to the Planning and Priorities team. Manages assigned budget, reviews variances, projects future variances, develops and implements plans for course correction. Leads the development of ODPT team members being prepared for and taking on increasing responsibilities in leadership, strategic planning and reporting. Provides updates, analyses and communications to senior leadership, executive sponsors and Ministry of Health as required. Monitors national, regional and industry trends in planning, identifies opportunities for improvement in Fraser Health’s planning framework and its value generation. Qualifications Education and Experience Master’s degree in Health, Business Administration or related discipline supplemented by strategy development or project or change management training. In addition, ten years’ recent planning, evaluation or strategic transformation experience including policy analysis / development, project / program / portfolio management, management consulting and the supervision of others, or an equivalent combination of education and experience. Valid BC Driver's Licence and access to a vehicle for business related purposes. Professional / Technical Capabilities Expert knowledge of strategic planning, change and project management principles coupled with an in-depth understanding of the healthcare system at both strategic and operational levels. Knowledge of other health care disciplines and their role in health care. Ability to operate a PC and effectively utilize a variety of software applications to support fulfilment of the role. Physical ability to perform the duties of the position.
