NPCA’s work supports the conservation, enhancement, and sustainability of healthy watersheds with programs and services that focus on drinking water source protection, flood and hazard management, endangered species protection, ecosystem restoration, community stewardship, education, and land management.

NPCA is the caretaker of 43 conservation areas within the Niagara Peninsula watershed held in public trust for recreation, heritage preservation, conservation, and education. These natural and shared greenspaces marry nature, culture, and adventure to create limitless opportunities for discovery.

The Opportunity

As a Regulations Officer with the Niagara Peninsula Conservation Authority, you are responsible for compliance and enforcement pursuant to Section 28 of the Conservation Authorities Act and Ontario Regulation 41 / 24. With knowledge and / or experience in both enforcement tactics and environmental concepts, the Regulations Officer will implement education and compliance strategies, following progressive enforcement protocols for legal, prosecutorial, and voluntary compliance activities. The incumbent will actively work with various other regulatory agencies, municipal and community partners as well as internal stakeholders to ensure the delivery of a coordinated and efficient compliance and enforcement program to support the protection of people and property from hazards throughout the watershed.

Key Responsibilities

• Responding to and investigating complaints (from the public, municipalities, other agencies / stakeholders) related to applicable regulations and policies
• Conducting site inspections or investigations as required to ensure compliance with NPCA work permits, conditions and mitigation measures
• Coordinating the resolution of issues and potential violations with a primary focus on voluntary compliance
• Consulting with Planning and Technical staff as required, incorporating recommendations on compliance and enforcement concerns
• Implementing enforcement procedures when opportunities for compliance are not successful or possible, including proper investigation, documentation and court case preparation
• Fostering professional working relationships with regulatory agencies and partners
