Work Arrangements : Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). Employees in this position who telework will be required to travel to the identified work site at least four times per week or a minimum of 80% of their regular work schedule at their own expense.

The Role

We are looking for a Director, Market and Technical Intelligence (MaTI) to support our Industrial Research Assistance Program (IRAP). Reporting to the Vice President IRAP, the Director would be someone who shares our core values of integrity, excellence, respect and creativity.
Regarded worldwide as one of the best programs of its kind, IRAP is Canada’s premier innovation assistance program for small and medium-sized enterprises (SMEs). IRAP operates at the intersection of technologies, the innovative capacity of firms that incorporate and advance them, and the policy objectives by which they are both sought and realized. Further, through its distinct role and design, IRAP generates novel perspectives on the state and evolution of technologies, technological industries, and ecosystems of firms. The new MaTI group within IRAP would exploit the novel administrative data, perspectives, and expertise to offer and respond to requests for insights and advice to shape IRAP’s program delivery strategy. The successful candidate will be responsible for the following activities :
Identification and analysis of technologies and related capabilities advanced by groups of IRAP supported firms and with IRAP support (e.g. ecosystems, clusters, value chains, etc.)Identification and tracking of emerging and prevailing trends in technological innovations and capabilities among IRAP supported firms, within Canadian industry, and the global state-of-the-art (e.g. tracking prevalence of additive manufacturing, identification of new topics such as block-chain, etc.)Identification of potential gaps and opportunities for technology-focused program strategy arising from economic and policy intelligence or in response to policy priorities (e.g. responding to opportunities and risks from : new trade opportunities, foreign investment and acquisition, international research priorities, domestic investment trends, domestic industrial capacity requirements, technologies of national interest, interference and espionage threats, etc.)Recommendations for development of program initiatives and focus of program resources, and supporting coordination of their implementationAssessing significant technological-based program impacts, which may include and extend beyond individual IRAP supported firms (e.g. technological spillovers and complementarities)Screening Criteria
Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates :
Education
A university degree, preferably in engineering, sciences, public or business administration, or other relevant fields.
Preference may be given to those with graduate studies in relevant fields.
Experience in assessing priorities, analyzing requirements, developing solutions and obtaining cooperation of other organizations to ensure the timely delivery of services.Experience in establishing and maintaining strategic partnerships at a senior level with key stakeholders, both internally and externally with NRC Centres and Branches and with other government departments, agencies, and industry.Experience in leadership, planning, monitoring and re-aligning studies, projects or strategic initiatives within a fast-paced and complex environment.Experience in managing financial, human and material resources.Demonstrated leadership experience, using practices related to business strategy, and program delivery to achieve organizational objectives.Experience in preparing reports, presentations and briefings on a variety of complex matters.Condition of Employment
