POSITION FUNCTION

Investigate noncompliance with municipal bylaws and related provincial statutes and undertake prosecutorial or administrative action as necessary to obtain compliance. Lead project teams on complex investigations and provide specialized compliance and enforcement advice to other City departments. Supervise and oversee other Bylaw Officers in Parks and Public Space Enforcement. Coordinate the deployment of multiple teams of Officers to respond to complaints and proactively patrol public spaces.

KEY DUTIES

Supervise teams of Bylaw Officers in the field to ensure Officer safety and to meet the goals and priorities of the Bylaw Department. Participate in planning meetings to establish daily / weekly priorities for the Department and coordinate the deployment of Officers to meet those objectives. Liaise and coordinate with internal and external partners (City of Victoria Victoria Police Department BC Housing VIHA Public Works etc.). Coordinate and attend meetings with other departments. Operationalize deployment plans and priorities and oversee the collection and documentation of departmental statistics and data. Lead morning briefings. Manage heavy caseload. Contribute to Bylaw Officer performance reviews. Train mentor other Bylaw Officers.

Make operational decisions in the field. Exercise judgement to meet Departmental priorities without consulting with Supervisor for routine operational decisions. Complete daily deployment without consulting Supervisor except in exigent circumstances that require immediate attention (staff safety issues City of Victoria liability).

Exercise discretion to determine the appropriate enforcement method. Apply an individualized approach to bylaw enforcement which takes into account every persons ability to comply with the bylaws based on their unique situation. Ensure enforcement of the bylaw is proportional equal and consistent. Utilize a graduated enforcement method which includes education warnings impounds and other legal processes including but not limited to municipal tickets. Supervise other Bylaw Officers to ensure their enforcement approach is fair and equitable and based on the persons prior history.

Gather and provide information to internal and external stakeholders regarding operational needs/resources; safety concerns; important events; Community Street Disorder / CPTED issues.

Provide recommendations regarding OHS Risk Assessments; Administrative Decisions (Officer reporting / file assignments); deployment / priorities of Bylaw Officers.

Make decisions regarding enforcement methods disposal of property; Officer Safety (engage vs disengage based on environmental factors recent incidents dangerous / unpredictable known persons police presence number of Bylaw Officers required).

Perform related duties where qualified.

Work is generated through complaints referrals and enquiries observed needs or is assigned by manager.

Work is reviewed through reports and discussions with manager.

KEY SKILLS AND ABILITIES

Organize and prioritize work.

Able to work collaboratively with large and small teams of people and provide expertise on practices and procedures necessary to gain compliance with regulatory requirements.

Interpret apply and provide supervision regarding regulatory documents and processes relating to Bylaw enforcement; case file management; legal sampling procedures; evidence standards; civil and criminal court processes; permit application and inspection issues.

Understand interpret and apply City Bylaws related legislation and regulations and policies for purpose of bylaw enforcement and investigative procedures.

Effectively manage conflict and de-escalate situations.

Effectively supervise / lead teams in the daily administration of their duties.

Excellent customer service and communication skills.

Working knowledge of MS Office suite including Word Excel Outlook and specialty software.

Maintain accurate records.

Establish and maintain effective working relationships.

Deal effectively with the public and outside agencies.

Work safely.

QUALIFICATIONS

Formal Education Training and Occupational Certification:

High school graduation.

Levels 1 and 2 Bylaw Compliance Enforcement and Investigative Skills Certificate. (12 weeks)

Accredited courses in legal investigations judicial proceedings case file management and dispute resolution or regulatory/public administration. (1 year)

Officer Safety and Protective Force Options annual re-certification

Reality Based Learning / Conflict Management annual re-certification

Current and valid Class 5 B.C. Drivers Licence.

Experience:

Five (5) years of related experience or an equivalent combination of education and experience.

OTHER:

May be requested to substitute in a more senior position.
