You must meet all essential qualifications in order to be appointed to the position. Duties

Environmental Public Health Officers (EPHOs) work collaboratively with partners to deliver high-quality health protection services to Indigenous peoples.

An EPHO provides advice, guidance, education, public health inspections and recommendations to First Nations and their leadership to help manage public health risks associated with the environment.

Frequent travel is required, often using various modes of transportation.

Work environment

First Nations and Inuit Health Branch is responsible for providing public health services (including Environmental Public Health) to those living on reserve. There are eight (8) core programs delivered : Drinking Water, Food Safety, Healthy Housing, Wastewater, Solid Waste Disposal, Facilities Inspection, Communicable Disease Control, and Emergency Preparedness & Response.

Transfer of Control of Health Services - All employees must be committed to First Nations and Inuit Health Branch’s strategic objective of the transfer of control of health services to First Nations and the Inuit, and be aware that the duties of this position may, at some point, become the responsibility of a First Nations or Inuit organization. Working in partnership with First Nations and Inuit organizations the names contained in the Pool of qualified candidates may be shared. Intent of the process

A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Indigenous Services Canada with various linguistic profiles (English essential, French Essential, Bilingual Imperative BBB / BBB, CBC / CBC, CCC / CCC) as well as various tenures (Specified Period (Term) or Indeterminate) which may vary according to the position being staffed. A Reliability status security clearance will also be required. Given the potential use of the selection process, individuals are encouraged to apply.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education :

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Health Sciences (Public Health) or Environmental Public Health or some other speciality relevant to the duties of the position.

OR

Successful completion of a course of full-time instruction in Public Health Inspection or Environmental Public Health at a recognized post-secondary institution.

OR

An acceptable combination of education and training in Environmental Public Health and at least five (5) years’ experience working in the field of Environmental Public Health, as well as a certificate in Public Health Inspection (Canada). Candidates must clearly demonstrate how they meet the degree equivalency. Candidates MUST make arrangements to ensure that documentation (i.e. proof of course completion and / or certification) is available.

Occupational Certification :

The Certificate in Public Health Inspection is required for this position. If you are currently completing the certificate requirements, you may still apply but please be advised that completion of the certificate will be required, in order, to be considered for a position. Proof of certification will be required prior to establishing the Pool. Candidates MUST make arrangements to ensure that the documents (i.e., proof of course completion and / or certification) are available.

Asset Education :

Master’s degree in a field related to the position (e.g., Masters in Public Health, Masters in Science (Epidemiology)).

Current Health and Safety Certification including, but not limited to : Certification in Infection Control (CIC), Canadian Registered Safety Professionals (CRSP), Certified Industrial Hygienists (CIH), Registered Occupational Hygiene Technologist (ROHT), Occupational Hygiene and Safety Technologist (OHST), Registered Occupational Hygienist (ROH).

Training in emergency response especially relating to incident command systems; and infection prevention and control.

Asset Experience :

Experience in providing the delivery of environmental public health services (e.g., environmental public health inspections, investigations, drinking water quality monitoring, wastewater monitoring, environmental public health education, environmental public health promotion, environmental public health training etc.).

Experience in working with First Nation communities and organizations.

Experience in leading or participating on committees.

Experience in engaging with different stakeholders.

Experience in briefing and providing recommendations to management.

  • Note - Experience gained during any placements, field work or practicums will be considered.

Operational Requirements :

Willingness to work evenings and weekends and travel throughout the region periodically.

Willingness to work on call / standby / overtime or on short notice.

Willing and able to respond to emergency situations.

Willing and able to work alone in remote / isolated First Nation communities on a regular basis, and travel alone by vehicle over rough roads, cars, all-terrain vehicles, by float or small plane, by boat or helicopter in all weather conditions.

Operating a motor vehicle for extended periods.

Wearing Personal Protective Equipment (PPE) as required.

Moderate physical effort often required including frequently traversing rough terrain on foot, climbing, bending, crawling, working in restrictive spaces and lifting objects up to 20 kg in carrying out certain activities.

Pre-employment medical / personal health declaration may be required.

Willing and able to work outside under varying weather conditions.

Conditions of employment

Security : All positions require Reliability status.

Maintenance of an unrestricted valid drivers' license in the province of work.

Maintaining regular membership in good standing with the Canadian Institute of Public Health Inspectors (CIPHI).
