JOB SUMMARY
The mandate of the Transit Customer Systems and Planning Service is to provide customer service, service planning, and technology and control systems support for OC Transpo, geared to providing excellence in customer service delivery to 100 million transit customers per year by means of conventional bus, para transit and rail operations, including transit route and system planning, transit analysis (ridership, service levels, bus assignments), customer relations and information services, and technology and control systems support.
You are responsible for the implementation of transit capital technology projects by developing and implementing strategies and managing assigned projects through contracted service providers, consultants and / or teams of assigned staff. You manage consultations, inquiries, related communications and budgets that are related to projects while contributing to ongoing initiatives in the branch.
EDUCATION AND EXPERIENCE
Completion of 4 year university degree in IT Architecture, Business Administration, Engineering, Computer Science, Public Administration, Management Information Systems or related field that includes courses relating to project planning and management.
Courses in Business Analysis, Project Management or MS Project are assets.
Minimum of 5 years of progressively responsible experience including managing IT capital projects, business analysis and project development including directly related experience managing project human resources and external consultants, and working with project budgets / financial processes.
CERTIFICATIONS AND LICENCES
Project Management Professional (PMP) certification is an asset
KNOWLEDGE
- Knowledge of the issues and principles involved in the provision of public transit in Ottawa
- Knowledge of transit operations and trends
- Possess an understanding of how various transit operating processes and customer / vehicle data collection systems work
- Possess an understanding of processes that impact transit planning, transit operations, transit revenue and client service
- Possess an understanding of asset acquisition / lifecycle management of major transit assets, programs and processes (e.g. IT systems, automated systems, messaging / communications systems)
- Business process re-engineering and business improvement techniques
- Principles of project management, including project design, development, implementation, cost containment / control, evaluation methods / techniques, and reporting
- Cost benefit analysis and techniques
- Processes for developing Requests for Information, Requests for Qualifications, Requests for Proposals and the tendering and contracting process, including acceptance, review and selection of bids and tenders
- Contract management and oversight of consultants
- Knowledge of protocols for developing submissions, briefings and major reports
- Processes for preparing project budgets
- Computer applications including project management, scheduling, cost control software applications, Computer Aided Design (CAD), GIS, MS Office Suite, e-mail, etc.
- Knowledge of applicable health and safety legislation, including the rights and duties of workers
