Child & Youth Repatriation Coordinator

Reports to Well-Being Resource Development Manager

Position Summary :

The Child & Youth Repatriation Coordinator develops and influences positive repatriation and reunification of children and youth transitioning from care to their family and home community.

Influences case plans for the inclusion of culturally relevant programs that are unique to each child or youth in care and regularly communicates with MSS case workers to monitor the progress of planned case activities while promoting the identification with the kinship unit.

Reports non-conformances and makes calls for action in a professional and meaningful manner.

Responsibilities :

  • Develops relationships with children and youth in care, building trust with concern and empathy, respecting their confidentiality and privacy, while communicating in a respectful manner;
  • Identifies and communicates client needs with the assigned MSS case worker to ensure that the individual case plan is meaningful for the individual, connects with his / her kinship unit and raises awareness of identification with cultural practices and customs;
  • Maintains regular communication with MSS case workers to monitor progress of children and youth in care. Advocates for and promotes well-being for each person in care;
  • Develops relationships with community and shares relevant information through reports and updates on their children and youth in care.
  • Acts as a conduit between community and MSS and manages community expectations;
  • Communicates concerns with care or case plans, as needed to the STC Well-Being Program Manager;
  • Develops a strategy and plan of activities for children and youth who are repatriated to community, ensuring a personal connection with the kinship unit and promoting well-being;
  • Communicates regularly with STC staff in various programs and services to facilitate a child or youth’s access to resources;
  • Ensures practices are in accordance with applicable legislation and policies related to child protection or child abuse, special education, attendance, education rights, and privacy that are applicable to children and youth in care;
  • Works collaboratively with STC staff, communities and partners to ensure community workers have effective reunification and well-being monitoring and progress reporting criteria and methods;
  • Communicate regularly and provide after-care support with client to ensure effective outcomes;
  • Plans, schedules and travels inter-provincially, as needed, to personally reach and connect with children and youth in care;
  • Perform other related duties as defined and assigned by the reporting line authority or designate on an as and when required basis.

Education and Experience :

  • Post-secondary Diploma or Degree in Social Work (BISW or BSW);
  • Must have 3-5 years experience in prevention or protection services.
  • Proven experience building trust with youth and building relationships.
  • Experience working within a governance structure in a community development capacity with First Nations; familiarity with First Nations culture, history is considered an asset.
  • Must be a member in good standing or be eligible to register with the Saskatchewan Association of Social Workers.

Knowledge, Skills and / or Abilities :

  • Knowledge of a variety of issues and approaches to working with high-risk youth.
  • Knowledge of Child and Family Services Act, Adoptions Act and their regulations, standards, and guidelines.
  • Ability to work independently with minimal supervision, as well as collaboratively with service partners, Ministry of Social Services staff and First Nation communities.
  • Demonstrates proven skills in being assertive, persuasive and as an influencer of change.
  • Must possess strong organizational and planning skills.
  • Dependability : able to work independently, submit accurate documentation, and seek guidance when needed
  • Interpersonal Skills : communicates clearly, seek solutions, and demonstrates flexibility
  • Integrity : keep sensitive information confidential and adheres to STC’s policies
  • Excellent verbal and written communication skills, including the ability to establish and maintain effective working relationships.
  • Knowledge of Microsoft Excel, Word, Outlook and PowerPoint with an ability to easily learn new software applications.
  • Knowledge of the political, social and economic objectives of the Saskatoon Tribal Council and of the Dakota, Cree, and Saulteaux cultures will be considered an asset.

Other :

  • Must possess a valid Saskatchewan driver’s license and meet STC’s insurance requirements.
  • Must provide a current, original, Canadian Criminal Record Check (CPIC) with vulnerable sector search as a condition of employment
