Halifax Regional Municipality is inviting applications for the permanent Position, Project Manager, Shared Mobility of Project Planning & Asset Management with Public Works.

This position will oversee the implementation of HRM’s shared micromobility program. This project is to enable bike share and e-scooter share in support of municipal objectives for mobility, sustainability and accessibility. The Project Manager will be responsible for selecting service providers and ensuring compliance with agreement and by-law terms. The position will serve as the main point of contact on the program for all stakeholders and manage all municipal responsibilities as part of this new mobility service. The Project Manager is knowledgeable in urban transportation, municipal project management, stakeholder engagement, problem solving, project evaluation, program analysis and providing advice to senior officials and elected officials. They will report to the Manager, Active Transportation and will need to collaborate with a range of municipal officials to implement the project.

DUTIES & RESPONSIBILITIES

  • Leads selection of one or two private organizations to implement bikeshare and e-scooter share businesses in HRM right-of-way.
  • Ensures organizations under contract with HRM comply with terms of the agreement. Takes progressive action to address non-compliance.
  • Develops and implements comprehensive strategy for parking / storage hubs on municipal land in conjunction with municipal officials and on private and institutional land with these organizations.
  • Establishes and maintains effective professional working relationships with project stakeholders including internal contacts, property owners, advocates, business associations, and other external stakeholders.
  • Contributes to decision-making on cross-HRM shared micromobility responsibilities such as enforcement resources and approach, right-of-way and Park space management, public communications and others.
  • Responsible for managing project budget, schedule, team composition, communications, quality, and risks;
  • Ensures that legal, regulatory and municipal requirements are adhered to.
  • Ensures compliance with project-specific procedures and reporting.
  • Develops and implements project evaluation framework and methodology.
  • Develops and maintains project reporting documents including charters, schedules, work breakdown structures, risk registers, written and oral reports, KPIs, tracking, and forecasting;

QUALIFICATIONS

Education & Experience

  • University degree or equivalent in Planning, Engineering, Business Administration or related field.
  • Minimum five years related experience managing complex projects, ideally in a municipal or transportation context.
  • Project management training and PMP certification is considered an asset;
  • An equivalent combination of education and experience may be considered.
  • Technical / Job Specific Knowledge and Abilities :

  • Strong project management skills in multi-disciplinary municipal and transportation context;
  • Strong technical knowledge of the principles and practices of shared micromobility and mobility management;
  • Knowledge of how affordable and reliable transportation options can help address equity barriers.
  • Knowledge of municipal government operations related to permitting and regulating the right-of-way and parks, enforcement and compliance, maintenance and operations, and public communications
  • Knowledge of relevant provincial and federal government regulations and programs
  • Ability to interpret civil drawings and specifications;
  • Proficient in MS Office applications and project management / scheduling software
  • A general knowledge of the legislative framework and community context for bike share and e-scooter share;
  • Strong written and verbal communications and strong interpersonal and facilitation skills;
  • Creative problem-solving skills to gather relevant information to solve less well- defined practical problems;
  • Strong ability to plan, organize and coordinate work with project teams;
  • Strong analytical and decision-making skills.
