Duties

Both PM 03 and PM-04)

Establishing and sustaining effective working relationships with officials from : First Nations, other government departments and agencies and department staff, including any related conflict resolution.

Delivering and / or monitoring programs such as grants and contribution agreements, other budgets, specific service delivery;

monitoring program activities against legislative and policy requirements to ensure compliance; and resolving issues with partners.

Researching, recommending and contributing to the development and implementation of program policies, procedures and information management systems;

monitoring and analysing the effectiveness of initiatives, services and processes. Works with a range of software applications to support the team.

PM-03)

Planning, coordinating and delivering departmental programs, including contributing to the analysis and formulation of strategies.

Working with internal and external partners, analysing requirements and developing strategies and options to meet objectives;

providing advice on the selection, implementation and management of strategies. Providing subject matter expertise, including analysing, developing and coordinating program related strategies and initiatives; preparing

analyses, briefings and reports; delivering presentations; and participating in committees.

PM-04)

Planning, developing, managing and delivering departmental programs and projects. Providing advice on program related issues and strategic direction to internal and external partners and other stakeholders.

Developing strategic and operational plans, analysing and evaluating proposals and strategies. Leading and / or participating in project teams or working groups involved in analysing and developing program strategies and initiatives, plans and policies; preparing comprehensive

analyses, briefings and reports; delivering presentations; and chairing and / or participating in departmental and external committees.

Developing and coordinating the implementation of program related legislation, policies, procedures and guidelines, and monitoring and assessing their effectiveness.

  • We are located at 9700 Jasper Avenue in the vibrant core of downtown Edmonton; overlooking the North Saskatchewan River Valley;

across from the convention centre; and adjacent to the Churchill light rail transit station; and, is well served by various bus services at the door.

Intent of the process

This is a continuous intake of applications, to create and maintain an inventory of opportunities within CIRNAC and ISC, in the Alberta Region as represented by the following directorates :

Partnerships and Agreements; Education & Social Development Programs & Partnerships; Child & Family Services; Infrastructure & Emergency Management;

Lands & Economic Development; Treaty,

Individual Affairs & Intergovernmental Relations, etc.

A pool of partially or fully qualified candidates may be established through this process to staff identical or similar positions at Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC).

The pool can be used to staff positions with various tenures (assignment, secondment, acting, deployment, term or indeterminate appointments).

Applicants are encouraged to apply now, as managers may use the pool of qualified candidates initially created from the inventory to hire at any point in time.

Experience working in a field related to the scope of the program (e.g. public health, environmental public health, social services, physical or environmental sciences, Indigenous affairs,

education, infrastructure, financial management, etc).

Experience negotiating agreements.

Experience managing contracts.

Experience with Emergency management practices.

Experience working in lands management or administration.

Experience managing First Nation reserve lands.

Experience in the liaison, administration, negotiation, monitoring and compliance of real property and land management dispositions.

Experience with the fundamentals of project management processes for infrastructure.

Experience in researching, analysing, developing and presenting briefing and reporting material on matters in support of policies, programs or projects.

KNOWLEDGE :

Knowledge of the federal legislation, regulations or policies affecting management of federal Crown land including, but not limited to Indian reserve land.

Knowledge of basic land management instruments.

ABILITIES / COMPETENCIES :

Ability to speak a First Nation language commonly used in Alberta.
