Duties

As the Regional Manager, Engineering and Maintenance (RMEM), you will have the provincial responsibility to manage the planning, budgeting and prioritization of the Correctional Services of Canada (CSC) facilities management. Facilities management includes all engineering and maintenance services required for the provision of multidisciplinary facility maintenance services, including but not limited to the management of an operation and maintenance program (O&M), Occupational Health and Safety (OHS) program, a computerized maintenance management system (CMMS), electronic safety systems and energy consumption. Your team will include maintenance specialists, facility managers, various trades and administrative staff. The annual budget of this division represents approximately 20 million dollars.

Work environment

The Facilities Management Team consists of employees who occupy positions in various trades and are responsible for providing services in the maintenance, repair and replacement of physical assets, systems and related equipment such as : buildings, fences and barriers, HVAC systems, plumbing fixtures and piping, electrical systems, indoor and outdoor lighting, backup power generators, roads, land, water production, waste water treatment, petroleum storage tanks, vehicles, grounds keeping, snow removal, waste management and recycling and maintenance of electronic security systems.

The work is performed in an office environment at Regional Headquarters located in Kingston, ON. However, the Regional Manager, Engineering and Maintenance, will be required to visit various federal correctional facilities in the region to :

Gather engineering data for project proposals

Investigate technical issues

Attend meetings with external partners and staff

Monitor ongoing projects

The Correctional Service of Canada (CSC) is the federal government agency responsible for administering sentences of a term of two years or more, as imposed by the courts. CSC is responsible for managing institutions of various security levels and supervising offenders under conditional release in the community.

EDUCATION

  • Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position

EXPERIENCE

  • Experience in one or more engineering specialties or architecture specialties relevant to the duties of the position
  • Experience in planning and managing infrastructure programs
  • Infrastructure programs are defined as a diversified portfolio in real property services including many activities like acquisition, engineering and architecture services, project management or real property management, maintenance management, procurement of goods, contracts management, disposal, etc.
  • Experience in managing projects in the building industry
  • Experience in the management of human resources
  • Approximately one year of performance management as a supervisor
  • Human resources management means that candidates had the responsibility of direct supervision of a team of employees, mainly in the activities in the indicated field (project management or infrastructure). Examples of human resources management responsibilities include task allocation, performance management, developing resourcing plans, determining needs and training approval, etc.

  • Experience in the management of financial resources
  • Approximately one full financial cycle (fiscal year) as a budget manager
  • Financial resources management means that candidates have assumed management and responsibility for a budget, mainly in the activities in the indicated field (project management or infrastructure). Examples of financial resources management responsibilities include delegating full budget authority, forecasting, planning, budget allocation, reporting, etc.

    ASSET QUALIFICATIONS ◾

    EDUCATION

  • Certification as a professional engineer or architect in Canada
  • Project Management Specialist (PMS) accreditation or professional certification "Project Management Professional (PMP)" obtained from the Project Management Institute (PMI), or other professional designation related to project management issued by a recognized institution
  • EXPERIENCE

  • Experience in managing an integrated or computerized maintenance management system (CMMS), such as Maximo
  • Experience implementing occupational health and safety (OHS) programs
  • Experience working in a correctional environment
  • Experience working on infrastructure projects within a government department

    SELECTION PROCESS STAGES

    This selection process has four stages :

    Stage 1 - Screening

    The applications will be reviewed (screened), specifically the responses to the seven (7) questions assessing the essential education and experience imbedded in this job advertisement.

    Stage 2 - Take-Home Written Exam

    The take-home written exam is anticipated to commence in August 2024.

    Stage 3 - Interview

    Interviews, anticipated to commence in August / September 2024, may be completed in person or by Microsoft (MS) Teams.

    Stage 4 - Reference Checks

    Two references will be requested during stage 3. References may be contacted in September 2024.

    Candidates may be asked to complete a questionnaire on asset qualifications (education and experience) at any stage of the process.
