Job Overview
The Housing Manager is responsible for managing both the Womens Centre (WC) and the Transition House (TH) Programs. This includes overseeing both houses, scheduling staff for shifts across both sites, producing monthly reports, and managing other programs as assigned.
The Housing Manager must have an adept understanding of domestic violence, mental wellness, homelessness, and exploitation of persons, while actively displaying empathy, skilled problem-solving, and sensitivity to cultural and racial influences and discriminatory biases. Knowledge of the housing sector, case management, and operational excellence are key.
The Housing Manager is self-motivated and able to lead and work in a team atmosphere, while being able to perform independently and make difficult decisions when required. This role monitors and directs all program staff in overseeing performance management in a unionized environment and is accountable for embedding operational excellence practices and reviewing all policy, procedure, and practice within all housing programs. This position is dependent on funding and the budgetary limitations of Ann Davis Transition Society. The position works closely with all levels of the Ann Davis Transition Society team, reports directly to the Director of Programs, and is a member of the Leadership Team.
Job Duties and Responsibilities
- Understanding of trauma-informed approaches to services.
- Experience providing direct service to victims of abuse.
- 25 years experience managing a team.
- Strong working knowledge and experience in crisis intervention and the ability to remain calm and reasonable in times of stress or crisis.
- Ability to recognize personal stress related to work.
- Strong working knowledge of local, provincial, and federal legislation relevant to the work.
- Good organizational, time management, and prioritization skills.
- A strong feminist analysis of violence against women, including understanding power and its intersections with gender, race, culture, class, physical ability, sexual orientation, age, colonization, religion, ethnicity, and heritage.
- Strong morals and ethics, sound judgment, reasoning skills, and commitment to discretion and confidentiality.
- Display and model appropriate employment expectations for all staff and students at both the Womens Centre and Transition House.
- Promote a positive image of Ann Davis Transition Society to the public.
- Prepare reports and maintain records to ensure transparent and accurate reporting to the Director of Housing, Programs and Services.
- Complete BC Housing monthly reports.
- Participate in professional development workshops, courses, and training as directed.
- Encouraged to volunteer for at least one society fundraiser or event per year, as time permits.
Staffing and Practicum Management
Direct supervision and evaluation of staff members and practicum students across both housing programs.Calls outside of shift are part of the role.Responsible for managing daily operations, scheduling, and maintenance, on call for both the Womens Centre and Transition House.Collaborate on and implement policies, standard operational practices, and client engagement strategies to ensure safe and optimal delivery of services.Experience providing direct service to victims of abuse.25 years experience managing a team.Participate in human resource and union relations activities, including determining hiring needs, conducting interviews, onboarding new staff, performance appraisals, discipline, grievance resolution, arbitration, and discharge as required.Provide direct support to Crisis Intervention Workers through incident advice and ongoing debriefing sessions.Provide Naloxone training and be prepared to administer Naloxone in an overdose situation (WC requirement).Review CSC files and determine eligibility for the program (TH requirement).Technical Skills
Responsible for managing daily operations, scheduling, and maintenance for both housing programs.Strong computer literacy, including Microsoft Word, Excel, and databases.Effective verbal, written, and interpersonal communication skills.Good organizational, prioritization, and time management skills.Participate in committees, working groups, associations, and attend all safe house meetings.Housing Management
Responsible for planning and monitoring house spending across both sites, including groceries, petty cash, and operational costs, and submitting spending reports to the supervisor.Ensure that safety, security, and cleanliness standards are adhered to at both the Womens Centre and Transition House.Be familiar with all Ann Davis Transition Society emergency and evacuation procedures.Record time worked, mileage, and expenses and submit forms per ADTS policy.Qualifications
A strong feminist analysis of violence against women, understanding the intersections of power with gender, race, culture, class, physical ability, sexual orientation, age, colonization, religion, ethnicity, and heritage.25 years management experience in a related field and providing direct service to victims of abuse.Social Service Diploma or equivalent combination of education, training, and experience, as approved by the Director of Housing, Programs and Services or the Executive Director.Current CPR C, Naloxone, and First Aid Certificates.Must be capable of passing and maintaining a Vulnerable Sector Criminal Record Review.Must be capable of passing Enhanced Security Clearance through CSC (Transition House requirement).Demonstrated experience in Human Resources and performance management.Analytical and tactical approach to sustaining operational excellence.Ability to work under pressure, manage conflicting demands, meet deadlines, and work independently.Knowledge of local community resources.Demonstrated knowledge of the impacts of physical and emotional abuse, mental health, homelessness, and poverty.Must hold a valid unrestricted class 5 drivers license.Provide a clean ICBC drivers abstract upon hire and every three (3) years.Applications will be accepted until5 : 00pm on Friday, January 2, 2026.
