Administrator, Research Administration and Operations

BC Cancer

The Administrator, Research Administration and Operations provides guidance and support to the departmental project teams, contractors and stakeholders. In addition, this role is responsible for the monitoring and reporting on project and research core fund budgets and ensuring projects are meeting milestones. The Administrator, Research Administration and Operations supervises and directs assigned research staff and oversees the daily operational activities of the team.

What you’ll do

  • Participate in the development and monitoring of research projects and research core funded budgets within the context of granting agency guidelines, operational demands and resource constraints and uses best practice methods to thoroughly monitor and adhere to allocated budgets. Collaborate and consult with the Principal Investigators to analyze situations and project future needs and develop business plans to source future funds and maximize research capabilities within available resources. Monitor research cost centre expenditures and highlight reports for PI’s on fiscal performance as it relates to resource utilization and expenditure patterns. Identify issues and problem solve to facilitate productive relationships with collaborators, funding agencies and external stakeholders.
  • Direct and supervise assigned research staff, establishing responsibilities, reviewing workload and adjusting schedules to ensure operational requirements are met. Provide guidance and advice to research staff by responding to and facilitating all issues relating to human resources. These include, but are not restricted to, managing labor relations issues, hiring and disciplinary processes, creating research job descriptions, performance enhancement and salary administration.
  • Represent the department on the BC Cancer Research Administrators Committee and provide input and recommendations on human resource, financial and grant process issues as they pertain to Research Operations. Work closes with the Office of Research Administration (ORA) to provide consistency and enhancement of processes and initiatives within the research environment.
  • Provide leadership in consultation with the Technology Development Office in the appropriate handling of research sub-awards, contracts and agreements related to consortium agreement, technology transfer, intellectual property and memoranda of understanding, volunteer and visiting scientist agreements and confidentiality agreements. Maintain a data base of agreements related to sponsored research, material transfer, licensing and potential collaborators. Prepare ethics submissions for processing and submission by completing documentation and maintaining records to ensure renewal deadlines are met. Oversee and assist with grant and research protocols involving human and animal subjects.
  • Ensure BC Cancer and PHSA policies and procedures are adhered to by all members of the department. Initiate processes related to research staff administration, recruitment, including foreign worker applications and labour market opinions and orientation and oversight of payroll and benefit processes to ensure administrative efficiency.
  • Oversee assigned research core budget, authorizes requisitions and approves payments for items such as office supplies, services, maintenance contracts of equipment, and honorariums in accordance to established guidelines.

What you bring

Qualifications :

  • A level of education, training, and experience equivalent to a Bachelor’s degree in a recognized business or sciences program plus a minimum of three (3) year’s recent, related experience in a research environment and experience in project management.
  • A minimum of one year of supervisory experience is required.
  • Demonstrate success in broad business skills including project management, development of business, strategic, financial, marketing and forecasting plans and human resources operations.
  • You have :

  • Knowledge and understanding of research operations in a unionized setting including a thorough knowledge of labour relations and the application of Collective Agreements.
  • Ability to supervise and / or provide leadership in an interdisciplinary team environment.
  • Analytical, problem solving and decision-making skills. Demonstrated interpersonal skills to facilitate teamwork and team building.
  • Demonstrate oral, written and presentation skills.
  • Ability to plan, organize and accomplish objectives in an effective and efficient manner. Ability to prioritize workload to successfully meet deadlines and manage multiple projects concurrently.
  • Knowledge of and experience working in a research environment, including managing the pre and post grant application process.
  • Advanced skills in word processing, spreadsheet presentation and database software applications.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
