Intermediate Procurement Analyst to manage Contingent Labour and Operational Support Services categories

Our Calgary client is looking for an Intermediate Procurement Analyst to manage Contingent Labour and Operational Support Services categories

Must Have :

  • 5+ years experience in a Procurement Analyst or Buyer role, managing the following :
  • category assessment, cost savings opportunities, vendor due diligence, RFx , contract negotiations, and vendor management
  • Draft / execute Master Service Agreements (MSAs)
  • Manage existing contracts including creation of Purchase Orders and any Change Orders
  • Experience supporting categories that include but are not limited to Operational Support Services , Corporate Office, Travel, Professional Services , Financial, and Talent Acquisition / Contingent Labour Services
  • Experience with Enterprise Systems, such as JDE preferred.

Responsibilities :

  • Agency Management : Manage relationships with external recruitment agencies, negotiating terms, setting expectations, and ensuring compliance with recruitment standards and practices.
  • Communication of Procurement Activities :
  • Attend weekly / bi-weekly meetings with OPS team to identify and review procurement issues associated with planning / strategy development and execution.
  • Develop a procurement plan when required for CAPEX projects are assigned, plan to track and report procurement status to the team.
  • Maintain an up-to-date knowledge of market conditions and industry trends relating to SCM as it pertains to their area.
  • Manage RFx activities :
  • Lead bid evaluations (commercial, technical, EHS etc.)
  • Establish bid review criteria prior to review.
  • Summarize bid review results and prepare supporting documentation for award approval.
  • Work with OPS Team and Vendors to address vendor nonconformance issues.
  • Ensure vendor is compliant with award, including billing details.
  • Invoice auditing and invoice reconciliation.
  • Vendor management and documentation of vendor performance
  • Participate in Lessons Learned reviews and document opportunities for improvement.
  • Review and document key vendor performance.
  • Document and share learnings / process improvements within SCM department.
  • Work with Category Managers and team member as necessary to share best practices.
  • Contributes towards the achievement of personal and departmental goals.
  • Adherence to COBE, SCM Policies and Procedures, DOA and supports adoption of same to BU.
