Project Overview :

Bechtel, along with its sub-vendors Bantrel and Accenture, has been appointed as the Delivery Partner (DP) for the Ontario Line (OL) Project in Toronto, Canada. The OL is a brand-new metro line serving some of Toronto's busiest districts and brings much needed additional connectivity and capacity to the city's public transport network. The project scope includes the design, build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new underground, surface and elevated track. The OL Project is being delivered through three major Public Private Partnership (P3) contracts and multiple Early and Advanced works (EAW) contracts. The OL is planned to open for passenger service in 2031. The DP, the customer Metrolinx and the Technical Authority (TA) are working together as the Integrated Project Team (IPT) to manage the delivery of the project.

Job Summary :

The Project Manager for King Bathurst Station is responsible for overseeing the delivery of the King Bathurst Station by the South Civil Project Co via the South Civil P3 contract. The South Civil P3 contract is for the construction of 7km of twin-bored tunnels running east-west under downtown Toronto, one surface station (Exhibition) and six underground stations. King Bathurst Station has specific logistical complexities being in extremely densely populated and congested parts of Toronto.   The Project Manager for King Bathurst Station reports to the South Civil Delivery Manager who is the DP's lead on the South Civil contract. The Project Manager for King Bathurst Station has a team of two field specialists, one for civil and architecture and one for mechanical, electrical, plumbing and fire systems.

Major Responsibilities :

Leadership / Supervision

  • Health, safety, environment, quality, schedule and cost performance for King Bathurst Station.
  • Role supports on large projects of high complexity with multiple stakeholders’ involvement.
  • Safeguarding that the Project Co (PCo) delivers King Bathurst Station in accordance with the contract.
  • Safety / Quality

  • Site Safety Inspections, raising observations, engaging with construction contractor to address
  • Reviewing Safety & Environmental incidents and reporting
  • Tracking and reviewing ITPs with the cooperation of the Field Specialists
  • Monitor the status of NCRs and drive them to closure, including development of Root Causes and Dispositions
  • Planning

  • Maintain the Risk Register for the station
  • Conduct / facilitate Readiness Reviews for critical activities
  • Participating in planning, reviewing documents and oversight of site activities for the King Bathurst Station. Highlighting non-conformances, risks and emerging issues.
  • Maintaining a "look-ahead" view and reporting forecasts, risks and issues.
  • Providing input to DP progress report for King Bathurst Station.
  • Technical

  • Reviewing PCo deliverables for King Bathurst Station. Provide feedback regarding conformance with contract requirements and otherwise improvements that would benefit the project.
  • Reporting progress and escalating issues to the South Civil Delivery Manager and his Client counterparts.
  • Engaging discipline leads for subject matter expertise, implementing direction provided.
  • Zippering with PCo equivalent.
  • Recommending actions to address non-conformances / improve the outcome of King Bathurst Station.
  • Providing underground excavation subject matter expertise to the South Civil team.
  • Support the Contractor in his interfaces with the community
  • Education and Experience Requirements :

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
  • Previously held project or construction management position(s) with responsibility for delivering infrastructure of similar scope, size and complexity to the King Bathurst Station on a metro project.
  • Experience of working on infrastructure mega-projects for either a contractor or project management team (representing the client), experience of rail projects in urban areas is desirable.
  • Experience or working knowledge of multiple project delivery functions (e.g. engineering, contracts & procurement, construction, testing & commissioning, project controls, environment, safety & health, quality).
  • Experience of delivering an underground station or similar scope elements as part of multi-discipline teams working on complex mega-projects.
  • Required Knowledge and Skills :

  • Strong leadership, relationship building and communication skills (verbal and written).
  • Demonstrated commitment to Environment, Safety and Health (ES&H).
  • Demonstrated commitment to Zero Accident safety programs.
  • Previous experience in working on large scale infrastructure projects, in particular transit projects preferably on the Contractor side.
  • Previous experience in Underground Construction.
  • Ability to read & interpret construction plans and details and discuss them with the Contractor, stakeholders and Field Specialists / Engineers.
  • Demonstrated presentation skills, including the preparation of support materials and speaking to groups of up to 50 teammates.
  • Ability to critically review and discuss (with the commercial and technical teams) the general concepts in the Contractor’s responses to proposed changes, including the relevance of costs and the validity of their technical counter-proposals
  • Ability to productively communicate with a variety of partners / stakeholders / customers, including but not limited to the client, the public, the contractor, Technical Advisors, the city, your subordinates (typically Field Specialists / Engineers and other support staff), etc.
  • Ability to read, interpret and drive compliance to contracts.
