The City of Penticton is looking to fill the position of Wastewater Treatment Plant Foreman at our Advanced Wastewater Treatment Plant (AWWTP) which is part of the City's Utilities Division. The City of Penticton Utilities Division keeps our community safe by providing clean, safe, drinking water, a reliable sanitary sewer system and storm water drainage to help prevent flooding. The Division consists of the Water Treatment Plant, Utilities Distribution & Collections Branch and Advanced Waster Water Treatment Plant.

The AWWTP is an industry leading facility that protects public health and the environment by treating wastewater to a high level. The wastewater comes from residences, schools, hospitals, businesses and industrial properties via separated sewers and trucked deliveries of septic system wastewater from the South Okanagan Regional District area.

Under the general direction of the Wastewater Treatment Plant Supervisor, the Wastewater Treatment Plant Foreman plans, organizes, supervises and participates in daily operation, installation, repair and maintenance of City infrastructure related to wastewater treatment plant, lift stations, reclaimed water systems, water quality, and the related records management.

Key Responsibilities :

  • Acts in the best interests of the permit holder for the Wastewater Treatment Plant.
  • Directs the overall process of the Wastewater Treatment Plant, Lift Stations, and Reclaimed Water Distribution System.
  • Trains, directs and supervises WWTP Operators in the operation, procedures and safe work practices in day-to-day tasks and use of tools. Ensures employees are following work procedures in a safe and efficient manner.
  • Provides technical guidance, leadership, motivation, coaching, instruction and direction to AWWTP employees. In support of the Supervisor, reviews problems, Operator performance, and coordinates staff training.
  • Works with external contractors; oversees safety related issues (contractor orientation, PPE, evacuation procedures etc.) and identifies training as required.
  • Researches and purchases new and replacement parts and equipment.
  • Participates in budget process, researches details for capital projects and participates in design reviews for engineering projects.
  • Investigates system alarms on callouts as required and makes repairs or adjustments.
  • Compiles data, prepares and reviews electronic reports, and completes logs detailing plant operation, ensuring accurate completion of operational, maintenance, lab, and other records necessary to ensure all approval and minimum plant process requirements are met.
  • Ability to be on standby and work after hours / weekends. Call-out response time must be under 20 minutes.
  • Acts as the Wastewater Treatment Plant Supervisor in their absence, as requested.

Required Knowledge, Abilities & Skills :

  • Ability to plan, check, organize, supervise and lead others in the performance of highly skilled wastewater treatment tasks under limited supervision.
  • Ability to perform multiple tasks, establishes priorities, and responds calmly and efficiently in an emergency situation.
  • Ability to express ideas clearly and effectively both orally and in writing and execute both oral and written instructions.
  • Education, Training & Experience :

  • Completion of Senior Secondary School or its equivalent.
  • Completion of a post-secondary diploma or certificate in a Water Engineering Technology program considered an asset.
  • Completion of a Level III EOCP Municipal Wastewater Treatment Certificate with 5 years' previous relevant related experience in a level IV wastewater treatment plant and ability to obtain level IV within 1 year, OR Completion of Level IV EOCP Municipal Wastewater Treatment Certificate with 3 years' previous relevant related experience in a level IV wastewater treatment plant.
  • Minimum two year's previous demonstrated experience working at an intermediate level of proficiency with SCADA and Microsoft Office based computer applications, including Word and Excel.
  • Valid class 5 driver's license minimum.
