Qualifications : Essential :
Post-secondary education in Computer Science, Information Systems, Geography, Geographic Information Systems (GIS) or a related discipline.
An equivalent combination of education and experience may be considered.
- Experience with business analysis including analyzing and defining business requirements, developing business cases and identifying strategic processes and technological solutions
- Extensive experience with IT project leadership including project and stakeholder management
- Strong interpersonal skills including the ability to develop and maintain positive working relationships with internal and external stakeholders.
- Excellent written communication with the ability to generate business requirement documents, requests for proposals (RFP), charters and reports.
- Excellent verbal communication skills.
- Advanced knowledge and experience with emerging technologies such as SaaS, MS Dynamics . MS Fabric, as well as database design and analysis.
Desired :
Project management certification such as PMP, Certified Scrum Master, and / or Organizational Change Management certification (ProSci) and experience would be an asset
Duties : This position has primary responsibility for establishing priorities, defining, allocating resources to, planning, managing, controlling and successfully delivering assigned projects.
The role also requires ensuring that business requirements are elicited, defined, documented and analyzed; and that alternative options are explored to meet the functional and non-functional business needs.
The Sr. Project Manager / Business Analyst is responsible for working with external consultants, vendors and internal Government partners (Digital Technology and Solutions, Manitoba's Central IT organization) to provide IT solutions to MTI's internal and external stakeholders using Commercial Off the Shelf (COTS) packages, Microsoft Dynamics, Power BI, and the Microsoft Power Platform.
The ideal candidate requires a balance of project management, business analysis, and technical skills.
