Under the supervision of the Director, Controls, and in collaboration with project managers, the incumbent is responsible for planning, monitoring, and controlling the Contrecœur project and coordinating the life cycle of various projects. The incumbent must develop and implement tools for managing the planning and control of the Contrecœur project. Management relies on their skills to ensure the project is under control. The incumbent is responsible for developing and updating information on the progress of work complementary to the main project, ensuring compliance with costs, deadlines, quality, and environmental and safety requirements for the Contrecœur project. He or she also ensures the consistency and integrated management of data and management tools. He or she applies his or her project control skills to analyze and question the assumptions and estimates of project partners with regard to the construction schedule and costs. The incumbent identifies low‑margin and critical‑path activities and coordinates with project teams to implement mitigations. He or she consults with and mobilizes internal and external stakeholders. He or she ensures that issues related to the project completion schedule are captured by planning tools and uses these same tools to communicate these issues.
Responsibilities
- Participates in establishing cost estimation principles and methodologies for complex infrastructure projects, including the design, construction, and operation phases.
- Analyzes cost deliverables from external partners, validates underlying assumptions, and identifies financial variances or risks.
- Collaborates with finance business partners to ensure the integration of financial data into project control tools.
- Produces rigorous cost reports to support management decisions and contribute to the financial risk mitigation strategy.
- Participate in developing and maintaining effective monitoring and control systems to ensure project control throughout its life cycle.
- Coordinate the development and updating of the project master schedule while ensuring that these activities are carried out diligently.
- Supervises the active participation of internal stakeholders in the development of the schedule.
- Prepares and documents project planning and control meetings.
- Collaborates in planning exercises, by organizing working sessions with internal stakeholders.
- Advises and supports managers in the planning and management of their projects.
- Ensures coordination with other work packages (maritime, land, environmental) to ensure the smooth integration of interventions.
- Monitor the development of the construction schedule with the planning teams of external project partners, and coordinate the analysis of these deliverables with the internal team and APM consultants.
- Analyzes the methods, assumptions, and parameters used by external partners in the work schedules they submit, and advises the BGP on instructions to be given to these partners to improve their schedules.
- Analyze contingency scenarios for identified risks by assessing potential changes in terms of additional deliverables and deadlines, in collaboration with BGP discipline managers and schedule control advisors.
- Ensures compliance with contractual requirements, budgets, schedules, and technical standards.
- Advises those responsible for developing project agreements when they must incorporate schedule requirements.
- Plans, implements, and monitors the project delay mitigation program and ensures that information is communicated to project management.
- Coordinates the analysis of change requests from suppliers, requests any additional information required, ensures that information relating to requests is updated, and ensures that requests are processed in accordance with the change management process.
- Responsible for shipping activities to proactively track critical project deliverables and milestones. In this capacity, the incumbent will identify potential delays, coordinate with internal and external stakeholders to expedite the transmission of necessary information, and implement tracking mechanisms to optimize schedule management and compliance with contractual commitments.
- Participates in the continuous improvement of processes in his / her position and / or department, as needed.
Qualifications
Bachelor's degree in civil engineering or a related field; PMP certification an asset.7 to 10 years of relevant experience in multidisciplinary project management.Knowledge of construction standards and regulations in Quebec.Experience with large-scale public or parapublic projects.Knowledge of best practices in project governance and recognized standards (e.g., PMI, AACE, ISO).Experience in developing and using budget tracking and cost forecasting tools in line with project schedules.Knowledge of industry standards for estimation, including estimation classifications (order of magnitude, budget, final).Excellent command of project control principles, including integrated management of scope, schedule, costs, quality, risks, and communications.Good understanding of environmental and health and safety issues on construction sites.Proficiency in Microsoft Office.Excellent communication and interpersonal skills.#J-18808-Ljbffr
