Job Description :
Parsons is looking for an amazingly talented Environmental Compliance Manager (NEPA) to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

The Gateway Program is the most urgent infrastructure program in the country a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC).
The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel.
What You'll Be Doing :
- Collaborate with GDCCTO Office and SEPs to identify NEPA impacts of project changes and the need for a NEPA Re-Evaluation.
- Lead / manage the development and coordination of NEPA Re-Evaluations, including Technical Memoranda, EAs, and EISs.
- Manage and direct the work of a multi-disciplinary team of planners and other subject matter experts conducting field work, studies, and technical analysis for NEPA impact assessment.
- Participate in meetings with FRA, FTA, and other federal, state, and local stakeholders.
What Required Skills You'll Bring :
- Bachelor's / University degree in a related field of study such as Urban Planning, Environmental Engineering, Environmental Science, Hydrogeology, or Geology.
- 10+ years of working experience (excluding education) in preparing NEPA documentation for FRA and FTA.
- Expertise in managing a team and task management including budget, schedule, data analysis, report preparation, and client relationship management.
- Working knowledge of Federal regulatory processes and reporting including Section 106 Process and Section 4(f) Evaluations.
What Desired Skills You'll Bring :
- Master's Degree or higher (not required).
- Technical writing experience.
Salary Range :
$83,300.00 - $145,800.00
