The Maintenance Planning Supervisor will possess a good understanding and appreciation of Parks & Recreation assets and infrastructure with an ability to verify, collect and amend data sets to submit findings and provide detailed assessments along with recommendations to stakeholders.
The Maintenance Planning Supervisoris a key member of the Parks & Recreation team that will act as a front-line representative of the business unit to the general public by responding to service requests and creating work orders.
The Maintenance Planning Supervisor will demonstrate technical expertise, creativity and sound judgment in assuming a lead role in a pro-active approach to preventative and planned maintenance.
DUTIES AND RESPONSIBILITIES
- Responsible to collaboratively work with Superintendents, Supervisors, and Contract Supervisors in the coordination of quality service delivery for HRM’s Parks outdoor infrastructure through condition / site assessments, inventory and data collection
- Identifies and communicates Municipal and third-party asset defects and failures; prioritizes deficiencies in the interest of public safety and for the planning and scheduling of work activities
- Conducts routine park patrols and provides associated follow-up activities to help extend the life and investment of public infrastructure
- Performs inspections and condition assessments; applies deficiency rating and service standard; provides measurements / estimates and descriptive notes to submit work orders;
reports annually on state of infrastructure within span of control
- Ensures a healthy safe working environment following the guidelines set-out in the HRM’s Occupational Health and Safety policy manual and Provincial Safety regulations established by the NS Department of Labour & Advanced Education
- Responsible for responding to customer service inquiries related to the installation, operation, maintenance, and repair of parks infrastructure;
examples include : sport field / ball diamond maintenance, drainage, crass cutting, encroachments etc.)
- Provides public relations and education to general public and business regarding Parks services and procedures
- Geo-location and / or siting of assets of parks with the collection of related data attributes
- Collaborates with GIS and the Asset Control departments in the inventory of assets and the development of data layers and attributes to support a preventative maintenance program
- Maintains currency and completeness of asset inventory
- Provides relief to Supervisors during vacations or secondments; participates in the rotational call list duty, including calling in staff and assigning work.
Duties would include the direction, supervision, interpretation of the collective agreement, discipline, performance management and coordination of activities of staff
- Participates in managerial discussions on formulation of policy, procedure and business processes in maintenance planning as well as decisions regarding budget allocation
- Responsible to be aware of all authorized Park activities
- Responsible to monitor and inspect municipal parks and open space and report deficiencies and other related activities that require action
- Investigates and takes appropriate action on unauthorized occupation or encroachments in HRM parks
- Maintains accurate records of calls made and work performed; investigates claims, prepares reports and may be required to represent HRM in legal proceedings
- Performs routine monitoring of service standard compliance on contracted services and Community Partnerships; reports defects / non-compliance in the form of service requests to contract supervisors
- Provides support for business and corporate initiatives as required
- Remains current in technology, legislation and best practices related to this position
- Makes minor repairs when required to temporarily mitigate hazard
- Performs other related duties as assigned
QUALIFICATIONS
Education & Experience :
- Certified Engineering Technologist (CET) or related field of study (a combination of education and experience may be considered)
- At least one year of experience in a Parks setting, specifically in the maintenance and administration of Municipal assets
- Sound technical skills and knowledge of HRM’s enterprise systems and standard software applications (Hansen, CityWorks, SAP, GIS, Microsoft Office and Microsoft Outlook)
- Valid Nova Scotia driver’s license (driver's abstract required)

WORK STATUS : Normal working hours are from 8 : 30 a.m. to 4 : 30 p.m., Monday to Friday. During the construction season, there may a requirement for project related overtime.
SALARY : NU05 on the non-union salary scale; ($61,360.00 - $84,370.00.
