The Role :
Reporting to the Manager, Project Portfolio Management, this role is responsible for managing multi-faceted projects and programs or a portfolio of projects with multiple key deliverables.
Key responsibilities include :
- Manages and leads complex information management, technology, systems, and business projects and programs affecting multiple clients and multiple business program needs utilizing program and project management methodologies to lead, plan, and identify strategies and processes necessary to complete business case analysis, feasibility studies, cost and resource estimates to support successful project delivery.
- Provides leadership and direction to interdisciplinary IT, Business, and Government teams for the management and delivery of CLBC's diverse portfolio using Waterfall and / or Agile methodologies.
- Engages leadership to define and document the program vision, objectives, and priorities for realizing the benefits of the program.
- Identifies, understands, and documents key partner needs, motivations, and their expectations of the program, along with related dependencies and impact.
- Develops and maintains a broad range of key partner relationships to achieve project objectives including leading consultation sessions, providing regular project updates, communication, and change management plans.
- Leads key partner engagement and communication activities to ensure smooth transition and increase interest holder buy-in.
- Facilitates meetings with internal and external resources and directs the development of project-specific documentation including the project management plan, Project Initiation Documents, risk log, and technical and test documentation.
- Creates and maintains risk, action, issue, and decision logs and engages key partner and / or leadership as needed.
- Manages and reports on risks and mitigation strategies, scope, and timelines, ensuring all tasks are clearly understood, assigned, and tracked.
- Participates and provides input into the RFP and procurement processes that have IT-specific components, reviews RFP vendor responses and contracts, secures signatures and authorizations.
- Manages outsourced development projects and acts as a single point of contact, representing CLBC's interests in front of the third-party provider.
Qualifications :
Minimum five years' direct experience managing multiple complex projects or leading a component (e.g., sub-project) of major projects.Minimum five years' direct experience managing relationships with all level of key partners with various degrees of technical knowledge, and leadingconsultation sessions.
Minimum five years' direct experience directing the work for other project managers, professional employees, and / or consultants.A bachelor's degree in computer science, business administration, or related field (project management, leadership).Project management and / or IT certification from a recognized school or organization is preferred.Change management certification (e.g., PROSCI) or demonstrated experience in organizational change management is preferred.Public sector experience considered an asset.Benefits : You will receive a comprehensive benefits package.

Classification / Salary : IS R30 : position starts at $90,797.03 annually, plus a 9.9% market adjustment paid bi-weekly.
