Role Responsibilities

Reporting to the Manager, Paramedic Practice and System Performance, EHS, the Paramedic Practice Specialist role works within Hospital and Surgical Health Services to support the Government of Alberta’s statutory oversight responsibilities under the Emergency Health Services Act and Ground Ambulance Regulation.

The Paramedic Practice Specialist plays a key role in advancing public safety and strengthening Alberta’s emergency health services system. In this role, you will support the development, interpretation, and application of legislation, policy, and standards related to paramedic practice, medical control, and clinical governance. You will help shape system‑level expectations and accountability frameworks that guide medical oversight and ensure consistent, high quality emergency care across the province.

The successful candidate will need to provide senior technical expertise and strategic advice to a broad range of stakeholders—including the Minister, Premier, Cabinet, MLAs, regulatory bodies, health system partners, unions, professional associations, and municipal and provincial entities—on matters related to paramedic practice, medical control protocols (MCPs), and statutory obligations under the Emergency Health Services Act. Your subject matter expertise will also inform contract oversight and performance expectations related to governance and system accountability, and support broader compliance and accountability functions within government and the emergency health services system.

The role requires strong analytical capability to research emerging practices, conduct literature reviews and jurisdictional scans, and translate findings into clear recommendations through written reports, presentations, and briefing materials. The successful candidate must interpret and explain legislation, regulation, and policy requirements to internal and external stakeholders, ensuring consistent understanding of provincial expectations and standards, and apply professional judgment to assess the significance of information and support appropriate internal escalation where warranted.

Supporting ministry‑led policy and program development, the Paramedic Practice Specialist is responsible to assess initiatives aimed at improving system‑level clinical governance, and contribute to performance measurement frameworks that enhance public safety and accountability.

Additional responsibilities include developing and maintaining tools, templates, and guidance documents that support oversight processes; representing the division on cross‑ministry committees and projects; and delivering timely, high quality communication products that require expert‑level insight into paramedic practice and clinical governance.

  • Systems Thinking : Considers inter‑relationships and emerging trends to attain goals; The paramedic practice specialist works closely with EHS policy analysts and acute care division on the policy, standards, and reporting in the unit.
  • Qualifications

    Minimum Recruitment Standards

  • A university degree in a related field (Paramedic, Nursing, Medical, Reg. Health Provider) and four (4) years of related experience.
  • All candidates must be a regulated member of the appropriate professional college under the Health Professions Act.
  • Equivalency that will be considered :

  • Diploma related to the position assignment and six (6) years of related experience.
  • Masters degree related to the position assignment and three (3) years of related experience.
  • Assets :

  • In‑depth understanding of paramedicine practices and services locally, nationally, and internationally
  • Diverse clinical experience as a regulated health care provider
  • Working knowledge of the Emergency Health Services Act, the Ground Ambulance Regulation, and policy related to health systems and emergency health services
  • Registered healthcare provider, plus 3‑5 years of progressively more complex management and leadership responsibilities
  • Masters level education preferred
  • Minimum recruitment standards outline the minimum education and experience required for appointment to a job classification.

    Hours of work are Monday to Friday – 36.25 hours per week.

    This competition will be used to fill two separate, permanent MH4 positions with HSHS, both full‑time out of Edmonton, Alberta.

    Candidates from across the province of Alberta and elsewhere are encouraged to apply; however, the successful candidate must be able to work out of a designated office in Edmonton 5 days a week.
