Background Information :
Ontario Health is focused on building an integrated health system that delivers highquality accessible care to Ontarians. As part of this effort Ontario Health is advancing several key initiatives including the DHIEX (Digital Health Interoperability and Exchange) Data and Analytics Transformation and Provincial Health Data and Digital Service (PHDDS) programs. These initiatives are guided by the Digital First for Health 2.0 strategy which emphasizes integrated secure data systems and patientcentered care. Ontario Healths approach aligns with provincial and panCanadian standards ensuring that health data is shared governed and utilized effectively to improve care outcomes.
The DHIEX program leads the development and implementation of interoperability standards and frameworks across Ontarios healthcare system. It facilitates seamless data sharing between digital platforms enabling Ontario Health Teams (OHTs) to provide coordinated patientcentered care. The Data for Connected Health and Digital Health Standards departments are supporting the modernization of clinical data governance and analytical capabilities to ensure timely actionable insights that enhance system performance and address health inequities. PHDDS Program is building a unified provincial platform for health data management driving secure integrated access to data across the healthcare system.
These programs and departments are being executed in a fiscally constrained environment necessitating efficient delivery and governance models. A Senior Business Architect is essential to harmonize business and digital operating models align clinical data governance frameworks and ensure that interoperability standards are applied consistently across all programs. Without this role critical gaps in governance alignment and execution could risk delays inefficiencies and noncompliance with provincial standards.

Responsibilities :
The Business Architect will be responsible for supporting the portfolios vision to reimagine healthcare data and interoperability capabilities fostering a more connected healthcare system and promoting a citizencentered digitalfirst mindset. The Business Architect will support the Digital Excellence in Health digital and transformation strategy roadmap and change management working closely with stakeholders and teams to deliver business outcomes across a complex stakeholder landscape. The Business Architect will design business and operating models to achieve its strategic vision and build transformative capabilities.

Desired Skills :
Required Skills :
Minimum 5 years experience as a Business Architect working specifically in the strategic and business domain : 10 Points
Demonstrated experience in leading the development and / or implementation of product level Operating Models including (but not limited to) : 20 Points
Demonstrated experience leading provincial level transformation initiatives resulting from strategic direction changes. Experience must include (but not limited to) : 20 points
Demonstrated experience developing business architecture artifacts to support delivery of data and interoperability services including (but not limited to) : 25 Points
Demonstrated knowledge implementing governance structures and working with data and interoperability capabilities including (but not limited to) : 25 Points
The deliverables for the Business Architect include but are not limited to :
Architecture Artifacts :
Develop conceptual and business architecture artifacts to aid solution architectures business processes requirements program and product design and structures and business canvas models.
Operational Model Implementations :
Develop and lead the implementation of operational models including capability maps value streams business context diagrams and motivation models.
CrossFunctional Facilitation :
Support the DHIEX Program by facilitating crossfunctional teams to prioritize workstreams.
Facilitate interaction with business leaders product managers and owners to discuss the risks and implications of decisions on the line of business business unit and enterprise.
Management Consultancy :
Provide consultancy services to business leaders units and stakeholders supporting design thinking business modeling ecosystem modeling innovation management IT investment analysis and operating model design.
Innovative Solutions :
Create innovative solutions to identified challenges propose recommendations for improvements and develop and track performance metrics and outcome measures.
Deliver tailored transformation recommendations and action plans to guide business leaders and initiative owners.
Initiative Leadership :
Lead assigned initiatives from endtoend ensuring successful delivery.
Process and Procedure Development :
Facilitate the development of new processes and procedures to enable transformation without compromising business and operational continuity.
Best Practices Support :
Support best practices such as design thinking / usercentered design customer experience service design LEAN / LEAN Startup Agile methods customer journey mapping user research and user experience.
Additional Terms
Ontario Health assets including laptops and related equipment cannot be removed from the province of Ontario without prior written approval from Ontario Health.
Assignment Type : This position is currently listed as Hybrid. The resource under this request will be required to work onsite as per Hiring Manager sole discretion.
Knowledge Transfer Details :
The Candidate will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained / consolidated. Key deliverables will be shared with team using an approved format.
The Candidate must provide all related documentation as part of Knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager / director.
The candidate will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables milestones and documentation are shared.
A walkthrough of any demos development etc. will be required before end of engagement as required.
