destinationone Consulting is working with City of Maple Ridge, BC on a search for a Manager of Engineering Design & Construction.
GENERAL ACCOUNTABILITY
Reporting to the Director of Engineering, the Manager of Design and Construction is accountable for the management of the Design and Construction Section and has a broad mandate for the provision of engineering services to other departments of the Engineering Services Division and to other Divisions within the City.
TheManager is charged with the responsibility of providing all the functions necessary to meet this mandate including in-house surveying and drafting as required, development of design criteria and construction standards, selection of consultants, project management from design through construction, and management of environmental services and the regulatory approvals.
The Design and Construction Section has a staff function rather than a line function. May be responsible for initiating capital programs while providing technical and environmental advice and engineering services to the other department managers at their request.
In the course of providing the most efficient and effective service possible theManager will make use of dedicated staff, consultants, contracts or other municipal departments as necessary without diminished responsibility for achievement of the Departmental mandate.
ORGANIZATIONAL RELATIONSHIPS
Reports to : Director of Engineering
Direct Reports : Project Engineer and Project Technologists
Coordinates with : all Engineering Operations and Parks, Recreation, and Culture, Planning Departments.
Liaison with : All City departments, utility corporations, other municipalities, provincial agencies, members of the public, stakeholder groups
Requirements
KEY RESPONSIBILITIES
Manages the Design and Construction Section with responsibility for the recruitment, selection, motivation, training,performance and discipline of staff and the maintenance of safe working practices.
Manages personnel require mentsso as to balance the work load as much as possible.
- Directs the provision of engineering and project management for the Engineering Services Division.
- Develops and submits annual capital budgets for the Design and Construction Section and administers approved budgets to ensure cost control and effective utilization of resources.
- Reviews drafting, survey, engineering, project management, and environmental services work programs for the best method of service delivery.
Where appropriate, arranges for alternative methods of service delivery. Monitors alternative providers and ensures that the service is effective and meets municipal standards.
- Where service is to be provided by municipal staff, plans, organizes, directs and controls to ensure that the work is performed in a timely, efficient and cost effective manner.
- As part of a management team reporting to the Director of Engineering, assists in the establishment of objectives, priorities, policies and procedures for the Engineering Division.
- Develops and administers priorities, policies and procedures for the Design and Construction Section and ensures that the Section meets goals and objectives established by the Director of Engineering.
- Establishes and maintains effective communication and coordination with other organizational units in the municipality and with outside agencies and the public where appropriate.
- Promotes a service ethic within the Section and ensures that the Section’s response to public service requests is friendly, timely and effective.
REQUIRED COMPETENCIES
- Work requires good knowledge and understanding of the Local Government Act and the Community Charter as well as other regulatory legislation.
- Work requires extensive knowledge and experience in municipal infrastructure, including utility, drainage and transportation system design and construction standards.
- Work requires extensive knowledge of project management in the municipal engineering field, consulting services delivery, contract documents and the tendering and construction of municipal services.
- Work requires strong oral, written and interpersonal communication skill, in addition to excellent project management skills.
- Work requires a working knowledge and experience of municipal infrastructure planning, including utilities and transportation system long range planning, traffic impact analysis, alternate modes of transportation and traffic calming measures.
- Work requires extensive computer skills including spreadsheets, word processing, data base management, visual presentations as well as basic knowledge of AutoCAD and Arclnfo.
REQUIRED QUALIFICATIONS
- A recognized post secondary degree in Civil Engineering or Transportation Engineering or equivalent.
- A minimum of 10 years experience in Municipal or Transportation Engineering with progressively more responsible project management and supervisory

5. REQUIRED QUALIFICATIONS A recognized post secondary degree in Civil Engineering or Transportation Engineering or equivalent.
A minimum of 10 years experience in Municipal or Transportation Engineering with progressively more responsible project management and supervisory duties and at least 5 years work experience in the Municipal sector including supervisory experience.
Registered Professional engineer in the Province of British Columbia Valid B.C. Drivers License.
