THE OPPORTUNITY : PAYROLL - BENEFITS & COMPLIANCE SUPPORT (OFFICE SUPPORT D) In this position, you will : Run biweekly reports to identify CUPE 15 temporaries who are eligible / ineligible for benefits / % in lieu Run biweekly reports to identify employees who are eligible for MPP through optional enrolment rules Update Morneau Shepell for salary changes to exempt staff : Principals / Vice Principals / DMT / PASA (LTD coverage) Prepare benefit packages for exempt and support unionized staff Administer enrolments / changes / cancellations of benefits in the third-party sites : MSP, Pacific Blue Cross, PEBT Prepare Plan Member Records for Municipal and Teacher's Pension (some exempt staff) Review the on boarding package for pension form for employees who may be immediately eligible for Municipal Pension and or exempt due to receipt of pension Answer high volume of telephone & email enquiries from employees concerning benefit coverage and changes Assist employees with the completion of their forms and follow up to enroll / change within enrolment deadlines Liaise with Payroll for benefit deductions that are administered as general deductions (C407 STD, PEBT imported extended health, dental & group life & optional enrolment premiums, BCTF STD, LTD) Process daily BAS events (Benefits Administration System generated from Job Data updates in PeopleSoft) Prepare Long-Term Disability applications and premium waiver applications for group life for exempt staff Liaise with PEBT, PBC and MSP as required Investigate delays in enrolments / changes or issues with coverage Prepare one-time retroactive benefit deductions for payroll Prepare refunds of premiums where transfers or cancelled benefits or surplus has occurred through reconciliation Investigate discrepancies from monthly reconciliations and making correcting adjustments or following up as required Prepare monthly payroll and benefit reconciliations for GL and vendor accounts Prepare eligibility and cancellation of benefit letters Obtain waivers where coverage is not elected Assist with annual demographic files to carriers Assist with rate changes for all internal calculation spreadsheets for retro benefit adjustments Work within payroll cutoffs (calendar) Assist the benefits and payroll team as required Provide coverage as required (Teachers, Adult Educators, Benefits Billing) Perform other duties related to payroll and benefits administration as required Perform other work within the job band as assigned QUALIFICATIONS Completion of Grade 12 plus a minimum of one (1) year post-secondary training in Accounting and completion of Payroll Compliance Legislation course Minimum of five (5) years of experience in Accounting or Payroll Thorough knowledge and experience using Microsoft Office programs Previous experience with web-based benefit administrative systems and PeopleSoft Ben Admin an asset Candidates must possess the following skills : sound judgement, exceptional customer service, excellent interpersonal skills, communication skills, excellent organizational skills, ability to establish priorities and meet tight deadlines Ability to work independently as well as in a team environment Must be able to meet the VSB standard for the following assessments : Word and Excel (average=+75%), composing correspondence and applicable accounting Must be able to work in-office full-time COMPENSATION The salary for the Payroll - Benefits & Compliance Support position is $36.30 / hour (paid as 7 hours / day) plus a comprehensive benefits package, including Municipal Pension Plan, Vancouver Employee Savings Plan, Extended Health, Dental, Group Life, Long Term Disability, Vacation, & Gratuity Days.
