Duties

Did you know that the RCMP employs technical staff responsible for developing and maintaining their own Land Mobile Radio network?

This role encompasses a variety of duties that takes the Technologist to the highest mountain peaks in BC, to the front lines supporting our officers.

Technologists will be challenged with troubleshooting RF anomalies, network failures and providing ad hock solutions to satisfy complex operational needs.

Continuous advancements in technology ensure Technologists will participate in the implementation and development of wireless communications infrastructure.

Some typical duties experienced by the Technologist :

  • Police 2-way radio communication maintenance, configuration, and life cycle management
  • Mountain top radio repeater station maintenance, configuration, and life cycle management
  • IT support and development for Radio Over IP networks
  • Communications planning and support for police operations and high security events (eg. Olympics, national leaders’ summit)
  • Developing the application of other technologies such as GPS tracking, satellite communications, UAV’s, and remote video steaming.

Work environment

The RCMP is seeking talented candidates with proven ability to work in this wide range of IT and electronics infrastructure for the Radio Technology Program in E Division (BC).

These positions reside at various Radio Operations Shops / Units across British Columbia and are situated in a law enforcement environment which includes contact with uniformed police officers.

Multiple physical environments ranging from office / lab environments to detachment visits and remote mountain tops with exposures to all weather conditions.

Travel is typically via vehicle or helicopter and occasional overnight trips / deployments are expected. Core business hours are Monday through Friday between the hours of 0800 and 1600.

Willingness to work overtime, provide after-hours support and be on call are an operational requirement and compensation is provided.

Within operational requirements, there may be flexibility to work variable start times or completing hours of work over 9 days instead of 10 days in a two-week period.

Intent of the process

Anticipatory.

A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies (including terms, actings, casuals, assignments and secondments) in similar-level positions (at full or part-time hours, including shift-work).

Once established, the qualified pool will be valid for a period of one year and may be extended.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

Essential Qualifications

Education :

Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note :

1.Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.

They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

2.Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and / or experience.

They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

3.At the manager’s discretion, an acceptable combination of education, training and / or experience may serve as an alternative to the minimum education stated above.

Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Experience :

  • Experience* with IT and electronics / communications infrastructure solutions in a technical capacity.
  • Experience* in writing technical documentation for IT and electronics infrastructure solutions and services such as architecture / design diagram, dataflow diagrams, procedures, use cases, user requirements, or detailed build documents.
  • Experience* working with IT and electronic test tools (e.g. WireShark, multi-meters, spectrum / RF analyzers, communication protocol analyzers, power meters, oscilloscopes or signal generators) to test, analyze, diagnose or repair electronics equipment.
  • Experience* analyzing, designing, modifying, or troubleshooting electronic circuitry.

Experience* must be obtained in a work, academic or lab environment

Asset Qualifications

Education :

Successful completion of two years of an acceptable post-secondary educational program with acceptable specialization in electrical engineering, Information and Communications Technology related, or some other engineering specialty relevant to the duties of the position

Asset Certifications :

  • AC01 - ITIL Certification
  • AC02 - Basic Amateur Radio Certification (ISED)
  • AC03 - Advanced Amateur Radio Certification (ISED)
  • AC04 - Network+, CCNA, and / or CCNP Certification
  • AC05 Certified Associate in Project Management (CAPM) or Project Management Certificate® (PMP)

Experience :

Experience* programming using computer programming language(s) (e.g. C, C++, etc.) or application / script development (e.

g. PowerShell, Python, etc.).

  • Recent and Significant experience with IT and electronics / communications infrastructure solutions in a technical capacity.
  • Recent and Significant experience writing technical documentation for IT and electronics infrastructure solutions and services such as architecture / design diagram, dataflow diagrams, procedures, use cases, user requirements, or detailed build documents.
  • Recent and Significant experience working with IT and electronic test tools (e.g. WireShark, multi-meters, spectrum / RF analyzers, communication protocol analyzers, power meters, oscilloscopes or signal generators) to test, analyze, diagnose or repair electronics equipment.
  • Recent and Significant experience analyzing, designing, modifying, or troubleshooting electronic circuitry.

Experience* must be obtained in a work, academic or lab environment

Recent experience is defined as the experience normally acquired within the last five (5) years.

Significant experience is defined as the depth and breadth of experience normally associated with the performance of duties on a continuous basis over approximately 2 years

Knowledge :

  • Knowledge of fundamental theory and practical application of the Radio discipline.
  • Knowledge of fundamental theory and practical application of Object-oriented programming languages

Conditions of employment

  • Enhanced reliability status with top secret security clearance
  • Willing and able to travel throughout service area (i.e. BC) including remote area, overnights, and travel via helicopter or fixed wing aircraft.
  • A valid Class 5 driver’s license.
  • Willing and able to work extended hours or adjust schedule with little or no notice to meet operational requirements.
  • Willing and able to provide after-hours support via operational availability (on call).
  • Mobility to the extent of crawling and working in confined areas to install equipment.
  • Willing and able to lift heavy or awkward items up to 90 lbs.
  • Willing and able to perform work duties in inclement and uncomfortable weather conditions.
  • Willing and able to provide technical support to front line policing operations in the field.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board.

A person may be appointed to the position even though he / she does not meet any or all of the asset qualifications, operational requirements or organizational needs.

However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed.

Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool.

If a candidate is selected for a specified period (including term, acting, or assignment / secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.
