Senior Programmer Analyst (SharePoint) to enhance and migrate a Enterprise Knowledge Management System using SharePoint Online, ServiceNow

On behalf of our Defence client, S.i. Systems is searching for a Senior Programmer/Analyst to design, enhance, and migrate an Enterprise Knowledge Management System to modern cloud platforms.

Located and performed on-site in a secure environment in central Ottawa, this contract shall run from November 1st, , until November , with a strong chance of multiple extensions.

Job Tasks:

• Collaborate with IT Knowledge Managers and stakeholders to analyze requirements and design secure, user-friendly knowledge management solutions.
• Enhance and migrate the current KMS to SharePoint Online and ServiceNow, ensuring seamless integration with other enterprise systems.
• Develop and maintain dashboards, usage metrics, and performance monitoring tools to support decision-making.
• Create interactive templates, workflows, and forms to streamline content creation and process automation.
• Implement metadata models, access controls, and content validation to align with business and security policies.
• Conduct regular system reviews, troubleshoot technical issues, and recommend improvements.
• Support the design of testing strategies and provide documentation for system integration and user adoption.

Deliverables:

• System architecture and design documentation.
• Automated workflows with integrated alerts and notifications.
• New templates, dashboards, and search functionality for classified and unclassified environments.
• User portal hosting migrated applications and content in a cloud environment.
• Web content management capabilities including metadata management.
• Performance monitoring reports and analytics dashboards.
• Documentation of test plans, cases, and results.
• Weekly and monthly progress reports to the Technical Authority.

Must Have:

• 8+ years of IT experience with at least 5 years in solution or system design for knowledge/content management systems.
• Hands-on expertise with SharePoint Online and ServiceNow Knowledge Management.
• Strong skills in automation, scripting, and workflow design (e.g., PowerShell, JavaScript, or equivalent).
• Experience integrating cloud-based systems and APIs in secure enterprise environments.
• Demonstrated ability to create technical documentation, dashboards, and reports for senior stakeholders.
• Secret clearance (or higher) to perform work in classified environments.
• Excellent communication skills, with the ability to work collaboratively in multi-stakeholder teams.
