We are looking for a Registry Operations Counsel team member to help grow our business and contribute to our future.

The Registry Operations Counsel (or Registry Policy Expert) provides legal and policy support to registries operated by ISC, which include The Saskatchewan Land, Personal Property and Corporate Registries, as well as the Land Surveys Directory, and Bank Act Security Registry. This position plays a key role in managing risk in the daily operations of these registries, and may be assigned primary responsibility for one or more areas. The Registry Operations Counsel will also have the opportunity to work on projects and initiatives related to ISC's business lines. Legal and policy support is provided in the context of legislation, regulations and common law applicable to the registries, as well as the Master Service Agreement with the Province of Saskatchewan including the Registry Operating Agreements.

The position is also responsible to provide the contractual, policy and legislative perspective to the development of ISC registry-related products and initiatives. It requires the ability to exercise sound judgment, anticipate issues and opportunities to minimize risk and to ensure provision of excellent service in Registry Operations.

Other highlights include :

  • Provide day-to-day operational legal advice, interpretation and guidance to registry employees and examiners within acceptable turnaround times.
  • Analyze escalated issues to ensure documents submitted for registration comply with governing law and policies, including The Land Titles Act, 2000, condominium legislation and numerous other acts related to registration (e.g. The Personal Property Security Act, 1993, The Land Surveys Act, 2000, The Business Corporations Act, 2021) as well as applicable provisions of numerous other federal and provincial statutes.
  • Effectively communicate with front-line registry staff and examiners, external customers (members of the public, laws firms, government agencies and corporations), and officials including those at the Office of Public Registry Administration (OPRA) in the Saskatchewan Ministry of Justice.
  • Identify issues that require changes to policy or legislation and make recommendations as required, to proactively address risks and reduce the risk of liability and claims arising from registry operations.
  • Provide legal and regulatory perspectives on strategy, development, process and policy aspects of ISC registry related projects, initiatives and business opportunities.
  • Review more complex matters and respond to external clients on registry decisions / policies / actions as required. This may include recommending alterations to process, policy or legislation or providing more detailed and comprehensive explanations and reasons to clients. It often will involve making complex issues understandable for employees and customers.
  • Collaborate and maintain a positive working relationship with regulatory officials. Ability to leverage these relationships, negotiate and influence decision making regarding legislative, regulatory and cross-functional policy adjustments as required.
  • Within the scope of the position's delegated authority, draft and provide authorizations, approvals, consents, releases, and other legal documentation as required.
  • Handle escalated and complex customer issues and transactions requiring research, analysis and interpretation of legislation and policy with an understanding of the practical implications to systems and delivery processes.

What you'll need :

  • The ideal candidate would have membership, or qualify for membership, in the Law Society of Saskatchewan; candidates who have completed a post-secondary degree in a related field (business, public policy) combined with at least 5 years of relevant experience in policy interpretation & application will also be considered (position title would reflect Registry Policy Expert in that case).
  • Experience in areas relevant to the registries operated by ISC (e.g. Surveys / Geomatics, Land Registry, Personal Property Registry, Corporate Registry) would be helpful.
  • While not required, fluency in French or another language would be an asset.
  • Excellent writing and communication skills and strong legal, problem-solving and analytical skills, with the ability to focus on details.
  • The ability to work both independently and as part of a legal team in Registry Operations, and to communicate effectively with a wide range of clients, staff, stakeholders and regulatory officials. The work can be fast paced, given the nature of transactions and processes in the registries, and requires flexibility in adapting to changing demands and deadlines.
  • Extensive knowledge of the facts, concepts, principles, and methodologies respecting the relevant legislation and regulations.
  • Working knowledge of other statutes relating to administration of the registry or survey system (e.g. Planning and Development Act, Enforcement of Money Judgments, etc.).
  • Good understanding of the legislative / regulatory process as it relates to required changes / amendments to Acts and regulations.
  • Ability to keep abreast of trends and developments in the relevant areas of legislation and policy across the country and internationally to recommend best practices of use in Saskatchewan.
  • Understanding and ability to evaluate and apply research methodologies to make informed decisions about policy analysis for product enhancements, introductions and exits.
