Position Summary :

Reporting to the VP, Planning and Development, the Land Development Project Manager will manage and direct the timely tendering and execution of site servicing activities while ensuring budgetary and regulatory compliance. This role involves close collaboration with internal and external stakeholders, including contractors, consultants, and regulatory bodies, to ensure project success from initiation to assumption.

Responsibilities :

  • Manage and oversee site servicing activities, including earthworks, servicing, landscaping, maintenance, and assumption.
  • Conduct contractor pre-qualifications as needed.
  • Ensure quality control and completeness of tender documents.
  • Produce tender summaries, budget variance reports, and contractor selection recommendations.
  • Conduct site visits to monitor project progress and completion.
  • Develop and manage construction schedules to meet project milestones.
  • Attend meetings with contractors, consultants, inspectors, and site supervisors.
  • Report project status, potential risks, and mitigation plans at development team meetings.
  • Review and approve Progress Certificates (PCs) and holdbacks upon project completion.
  • Control construction costs by identifying change orders and omissions early.
  • Manage and track Letters of Credit (LC) reductions and cost recoveries.
  • Maintain and update project budgets, cost-to-complete reports, and variance analyses.
  • Develop a year-over-year construction cost database.
  • Support the preparation of new project budgets and input into construction schedules.
  • Coordinate earthworks operations, stockpile locations, and maximize profitability across developments.
  • Develop and implement annual top works and landscape programs in collaboration with internal teams.
  • Manage annual maintenance contracts for future development holdings.
  • Collaborate with project managers and site supervisors to achieve favorable project outcomes.
  • Stay informed about current development regulations and trends.
  • Represent the company at industry events to maintain a strong market presence.

Qualifications :

  • Undergraduate Degree or Diploma in Civil Engineering, Real Estate Development, or a related field.
  • 5-7 years of experience in managing end-to-end land development projects, including large-scale residential or mixed-use developments.
  • Familiarity with local zoning laws, permits, and land-use regulations.
  • Experience coordinating with municipal agencies and utility providers.
  • Experience with financial modeling, cost estimation, and budget management for development projects.
  • Strong negotiation skills for contracts and stakeholder agreements.
  • Effective communication and presentation skills for stakeholder reporting.
  • Understanding of municipal infrastructure processes and requirements, including roadways, utilities, and stormwater management.
  • Expertise in environmental compliance and impact assessments.
  • Valid driver’s license for site visits and meetings.
