The Team Leader, Accounting and Reporting, leads the preparation of external and internal financial reports, including those intended for the Board of Directors. Supporting the Controller, the incumbent leads DCC’s accounting operations and month-end close process, and safeguards DCC and Government of Canada assets. The Team Leader strives to increase the efficiency of corporate financial processes and strengthen systems of internal control by analyzing current practices, formulating improvements and making recommendations for drafting and revising policies. The incumbent leads a team of professionals and manages the human resources responsibilities for the team. In addition, the incumbent supports the development of the Corporate Plan, and of all in-year budget updates and financial reports.

KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive :

Primary

  • Lead and review work of accounting operations team to ensure timely and accurate monthly financial close
  • Review and maintain monthly general ledger reconciliations to the subledger on a timely basis
  • Lead the preparation of DCC’s external financial reports, ensuring their accuracy and timeliness, and that they comply with International Financial Reporting Standards and legislative authorities
  • Lead and provide guidance to the team on expense management, accounts payable, purchase orders, contract payments and service billing
  • Lead the preparation of reliable and timely internal financial reports
  • Develop and implement continuous improvement initiatives to refine processes for the Finance team
  • Support the preparation of budgets and forecasts, and ensure they comply with DCC’s Cash Management Policy
  • Support DCC’s annual financial audit by the Office of the Auditor General
  • Support regional internal verifications (section 33 and 34 of the Financial Administration Act) and auditing
  • Help maintain the process for Chief Executive Officer and Chief Financial Officer certification of internal controls
  • Support the development and implementation of financial strategies, policies and initiatives to help ensure overall effectiveness of financial and accounting services
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and / or stakeholders
  • Manage risk and ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)

  • Minimum : college diploma in accounting or related field with four or more years’ relevant experience or the equivalent
  • Preferred : university degree in accounting or related field with four or more years’ relevant experience and the Chartered Professional Accountant designation (i.e. CPA, CA, CMA, CGA)
