The Ministry of Highways, Safety & Environment Resource Branch is actively seeking multiple innovative, responsible, and motivated Regional Trainers for the Northern and Central Operations regions. The positions will be located based on available and approved workspace within SERB’s current work locations and as determined by the management of the district of the potential candidates if required. These are 1 year term positions that may become permanent if deemed necessary by SLT. The successful candidates will need to complete the SERB (TTT) Train The Trainer program for all MoH equipment prior to the end of the term. Collaborating with the Safety & Environment Resource Branch, the Regional Trainer contributes to ministry goals and supports the overarching objective of Mission Zero. Reporting directly to the Safety Training Manager, the successful candidate will bring strong working relationships within the Region, public relations and interpersonal skills. Core responsibilities will include :

  • Conducts new employee orientation, classroom instruction and one-on-one practical MoH equipment training, which includes testing and evaluating to ensure operator competencies in the safe operation and maintenance of a variety of light and heavy equipment.
  • Supports classroom instruction of defensive driving practices through practical training.
  • Contributes to the development, implementation and assessment of training courses, manuals and evaluation documentation for use in classroom, employee orientation, and field instruction related to equipment operation as well as related work processes.
  • Develops, implements and applies all ministry policies with staff. Examples include safety policies, safe operating procedures, hours of work and anti-harassment policies.
  • Develops and implements follow up audits to assess the effectiveness of the training programs on operator skill levels and to ensure compliance and due diligence.
  • Researches and provides recommendations for industry best practices and the use of contracted resources to assist in specialized training for heavy equipment operation.
  • Participates in training sessions offered by vehicle and equipment factory representatives.
  • Audits and assesses ministry and contractor work zones including hazard identification and risk assessment, work zone signing, training documents, etc.
  • Document and maintain current training records on a database for all regional personnel.
  • Supports and promotes a safe and positive workplace culture through a variety of initiatives and activities.
  • Supports and promotes the health and safety of employees and the general public in accordance with the Saskatchewan Employment Act, Saskatchewan Occupational Health & Safety Regulations, Traffic Safety Act, The Vehicle Weight and Dimension Regulations and the Ministry of Highways Occupational Health & Safety policies and departmental procedures.

To qualify for this position, you will possess the following :

  • Grade 12 or GED and 5 plus years’ experience as a heavy equipment operator.
  • GOS OLDP completion or current enrollment is considered an asset.
  • Experience in all Ministry road maintenance operations and construction work activities and the related equipment and competency requirements including Tandem Truck, snowplow and wing, Tractor, Compaction, Loader, Grader.
  • Mandatory possession of a valid Saskatchewan class 1A driver’s license.
  • Safety related experience OHS Rep, OHS L1 / 2 or safety training certifications, would be an asset.
  • Awarded status of Ministry of Highways Train The Trainer (TTT) program - example : Truck 2, PWS, Tractor, Compaction, Loader, Grader, Chainsaw, Flagger, would be an asset.
  • Certification as a Power Mobile Equipment Trainer / Evaluator or Traffic Accommodation Supervisor.
  • Experience training employees in MoH equipment, coaching experience, would be an asset.
  • Basic knowledge of word-processing, databases, Power Point and spreadsheet software.
  • Demonstrated ability to communicate effectively; orally, including public speaking, and in writing.
  • Knowledge of adult education methodology would normally be attained through a diploma program which includes demonstrated ability to design, coordinate and conduct training programs utilizing adult learning techniques, and evaluating the competency of participants, would be an asset;
  • Attach a copy of Certifications and Training with application.

    Typically, the knowledge and abilities required for this position would be acquired through experience as a MoH SERB Regional or Field Trainer, acting Lead hand or Acting SO or similar experience will be considered. The successful candidate would be required to obtain instructor (TTT) status for all six core courses / training offered by the Ministry, within the term / probationary period. The successful candidate would be required to have completion of a recognized Powered Mobile Equipment (PME) Safety Evaluator Certification, and MoH’s “Train the Trainer” Status will be mandatory.

    Travel Required : Approximately 50% – 75% of the time within the province.

    This position is Monday to Friday from 0700 to 1530 with the potential for OT due to travel. Working weekends and STAT holidays are very rare. This is an opportunity to grow your knowledge and leadership experience within the Ministry.
