Term/Status: Permanent, Full-time (70 hours bi-weekly)
Classification/Salary: Management Band 5 / Position starts at $118,273 to $147,841 annually

About the opportunity:

As the Director, Governance at CLBC, you will provide strategic leadership and direction for CLBC's governance, corporate policy, performance planning & reporting, and enterprise risk functions to ensure effective Board governance, legislative and regulatory compliance, and alignment between strategic priorities, service plans, and corporate reporting requirements.

You will oversee the governance and policy portfolio including support for the Board, policy development, risk management, and administrative governance functions and works collaboratively with the Board, Executive team, government ministries, and community partners to strengthen organizational accountability, transparency, and effectiveness.

Key responsibilities include:

  • Overseeing Board governance including recruitment, orientation, and succession processes in collaboration with CABRO and the Board Resourcing Office, ensuring governance continuity and effectiveness.
  • Providing regular reports to the board on policy matters, including updates on new policies, revisions, and compliance issues.
  • Leading the development and implementation of reporting on the strategic and service plans, including metrics and monitoring systems to track progress, evaluate performance, and adjust strategies as needed to ensure alignment with organizational goals.
  • Overseeing the process for the annual service plans, corresponding reports, and requirements linked to the mandate letter.
  • Oversees and leads the work of CLBC's policy team; creates, updates, and maintains organizational policies that align with strategic goals and regulatory requirements.
  • Monitoring and ensuring that government and CLBC legislative and regulatory requirements comply with relevant laws, regulations, and industry standards.
  • Fostering sensitive senior governance and policy relationships with CLBC's Ministry, other ministries and government agencies, including helping lead memorandums of understanding, operating agreements and collaborative guidelines with MCFD, Health and Health Authorities.
  • Designing and managing the integration of risk and its corresponding requirements into governance and policy work, ensuring a robust risk and compliance framework for the organization.
  • Co-chairing, along with a Regional Director, the Director's Team meetings, and acting as a liaison to the Executive team, ensuring effective decision‑making structures and alignment of priorities.

In this role, you'll support and develop a team through effective coaching, regular 1:1s, and clear performance objectives. You will foster a respectful environment that enhances the team's capability and engagement and help drive key departmental projects and plans. What you'll bring:

  • Minimum of 8-10 years of progressive experience, including policy development and implementation, corporate governance, enterprise risk management or other related experience at the leadership level
  • A bachelor's degree in a related field of study, preferably in policy and public administration
  • A master's degree in a related field of study is considered an asset
  • Senior leadership experience working in the community living sector, government and/or broader social services is considered an asset
  • Experience in a public sector organization is an asset

We are also looking for:

  • Solid working knowledge of policy and protocols covering working relationships with external partners
  • Demonstrated understanding of how to identify, analyze and assess emerging business issues, and develop and implement effective policies, standards and practices.
  • Excellent oral and written communication skills, including a high degree of diplomacy and tact
  • Negotiation and persuasion skills
  • Strong organizational and time management skills, including the ability to balance competing demands across multiple projects
  • Proven ability to manage senior-level relationships and expectations
  • Ability to lead, manage, and provide effective supervision to diverse teams
  • Proven ability to lead organizational projects and processes
