Under the direction of the Manager – Collection Services, the Collection & Processing Officer provides daily administration for a number of contracted solid waste collection, processing and disposal services. This role analyses problems, recommends improvements, liaises with individual contractors and the public to resolve issues as well as documents service provider performance. This position tracks, measures and monitors delivery and performance of solid waste programs and services. This position requires a high degree of customer service proficiency in dealing with contractors and public’s service requests, inquiries and complaints.
DUTIES AND RESPONSIBILITIES :
- Primary liaison between the Municipality and private sector collection companies to ensure that solid waste collection services are provided as contracted and meet the needs of HRM customers;
- Liaises with facility operators to coordinate daily operations, modify deliveries during facility maintenance activities, resolve issues with material delivery quality(s) / quantity(s), schedule and communicate temporary changes in facility operations, etc.;
- Monitors and tracks contractor performance to ensure compliance by conducting periodic performance reviews, equipment and site inspections. Conducts material audits at facilities. Drafts correspondence and reports as this relates to the provision of efficient and effective collection and facility processing services;
- Works with contractors to resolve operating problems, make recommendations for improved delivery of services, direct flow of waste materials and arrange for additional processing and collection capacity during peak seasons;
- Analyses and maintains collection report tracking for contractor performance. This includes, but is not limited to, collection completion times for all collection routes each day, routes not reporting, issuance of curbside education stickers for materials not collected, calls received by the contractor / HRM, etc.
- Compiles and analyses tonnage data (garbage, recycling and organics), drafts and maintains the Solid Waste Management System Tonnage tracking reports, develops tables and charts to monitor and track waste-resource flow trends.
- Interprets tonnage data, assesses solid waste flows along with terms of processing contracts, to help optimize throughputs to processing facilities and minimize costs;
- Responds to public inquiries and complaints concerning collection, processing and disposal operations. Inquiries are generally received by Corporate Call Centre or contractors with Tier 2 calls & Hansen Service Requests referred to the Collection and Processing Officer.
- Plans and delivers presentations, training workshops and ongoing support for contractors and HRM Call Centre staff, maintains and updates the Waste / Resources Training Manual as assigned and delivers refresher sessions for Call Centre Coordinators and Managers as well as contractors;
- Evaluates and recommends appropriate solid waste service levels at various properties / buildings, including condominiums, and also at private sector ICI properties;
- Assists in improving quality of materials diverted to the recycling and composting facilities through load inspections, residue / material audits, tracking, and follow up with waste generators based on facility waste discrepancy reports;
- Responsible for managing the green cart database, monitoring green cart assignments to eligible properties and ensuring the integrity of the data and asset management;
- Responsible for the acquisition of green carts and mini bins to ensure inventory levels meet customer demand;
- Assigns green cart deliveries and warranty requests to service providers and reports on performance ensuring service levels are maintained and follows up with residents when required;
- Contacts green cart suppliers with product orders and warranty replacement issues;
- Review contractor invoices and scale house data for accuracy and prepare / request adjustments as required;
- Administers CFC removal for appliances;
- Conducts research in responding to requests from the general public, consultants, contractors, internal agencies and external customers and organizations;
- May assist the Policy & Outreach section of Solid Waste from time to time to deliver communication / education initiatives, including delivering educational programs, events and workshops and facility tours.
- Periodically on call for Household Special Waste Depot, authorizing transportation manifests reviewing daily activity and may assist in scheduling events;
- Makes recommendations for preparation of and drafts service tenders and contracts (as assigned);
- Performs other duties as assigned.
QUALIFICATIONS :
Education and Experience :
Undergraduate degree in business, environmental sciences, engineering technology, or related disciplineThree years’ experience related work experience in municipal government, contract administration, and / or environmental scienceExperience in making public presentations is an asset; good written and oral communication skillsExperience with spreadsheet and data management is a requirementValid Driver’s License and a vehicle is required for this positionTechnical / Job Specific Knowledge and Abilities :
