Job description

Introduction

The Victim Services Branch provides a wide range of services to clients throughout Manitoba, including domestic violence and child victims and victims of the most serious crimes, as outlined under The Manitoba Victims’ Bill of Rights and the Canadian Victims Bill of Rights (VBR). The Operations Officer reports to the Director of Victim Services and is a member of the Victim Services leadership team.

Conditions of Employment :

  • Must be able to travel throughout the Province of Manitoba with possible overnight stays, as required.
  • Must be able to provide and maintain a satisfactory Criminal Record Check with Vulnerable Sector Search.
  • Must be able to provide and maintain a satisfactory Child Abuse and Adult Abuse Registry Check.
  • Must possess and maintain a full class 5 Manitoba Driver's license and access to a motor vehicle.
  • Must be able to obtain and maintain a satisfactory Enhanced Internal Security Screening Level 4.

Qualifications : Essential :

  • Post-secondary degree in social sciences, public or business administration or other related discipline and extensive related work experience in management, or equivalent role. Other equivalent combinations of related education, training and extensive experience may be considered.
  • Experience leading victim services in operational functions in a provincial victim services program.
  • Experience leading and directly managing staff including : training, delegating tasks, and attendance management, while fostering a collaborative, innovative and productive work environment.
  • Strong organizational skills to manage multiple competing priorities within a dynamic and time-sensitive environment.
  • Strong political acumen to manage highly sensitive and confidential matters, and negotiate complex multi-faceted issues with tact and diplomacy.
  • Strong written communication skills to produce authority-seeking documents including : correspondence, briefing materials, treasury board submissions, cabinet submissions, media and public enquiries.
  • Excellent verbal skills to effectively communicate complex information to a variety of internal and external stakeholders
  • Strong interpersonal skills to develop and maintain effective working relationships with internal and external stakeholders.
  • Ability to work independently with minimum supervision.
  • Desired :

  • Knowledge or experience in Project Management, LEAN methodology and Change Management.
  • Strong proficiency of the Prosecutions and Scheduling Management System (PRISM), including knowledge or experience with producing reports, and correspondence by using the application.
  • Experience building relationships with Indigenous people and implementing the principles of reconciliation.
  • Duties : Reporting to the Director of Victim Services, the Operations Officer is a member of the Victim Services leadership team. The incumbent is responsible for leading the Branch’s Operations by planning, development, monitoring, and evaluation throughout the various operational service areas (Domestic Violence Support Service, Domestic Violence Intervention Unit, Restorative Justice, Child Victim Support Service, Victim Rights’ Unit, Victim Witness Assistance Program, Regional North and South, etc.).

    The incumbent is accountable for providing central co-ordination, consultation, and collaboration in the development of quality assurance and continuous improvement for services in support of provincial Victim Services. Responsibilities include monitoring service policies, processes, and practices for strategic alignment and compliance, and developing recommendations to address risk and gaps.
