Established in 1976 the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation governed post-secondary institution.

Nature and Scope

The Director, SITAG Operations is under the ISET Program Operations Unit of the Employment Development & Career Services department of SIIT and participates in leading the Indigenous Skills & Employment Training Program.

This position will positively promote and create an environment that demonstrates SIIT's vision, mission, and mandate.

General Accountability

The Director, SITAG Operations is required to manage operations within areas of responsibility, provide guidance and support to team members, ensure that work carried out aligns with the goals of SIIT and SITAG ( Saskatchewan Indian Training Assessment Group) and participate in the EDCS department leadership team.

The position provides strategic leadership, and is accountable to lead, train and maximize the team's effectiveness and performance to ensure the highest quality of services and timeliness of deliverables.

The Director, SITAG Operations' main focus is to ensure successful delivery of the ISET Program agreement in given areas of responsibility.

The incumbent will have a broad range of knowledge and expertise in best practices dealing with operational activities, financial management, monitoring, systems, capacity building, data and reporting.

This position provides additional support as required and includes the following broad range of accountabilities :

Specific Accountabilities

Leadership and Administration

  • Establish and support strong, value-based relationships with stakeholder groups including federal, provincial and First Nation governments, the ISET Program delivery network, First Nation entities and industry partners
  • Implement community and client-based approaches to strategic decision-making
  • Provides senior leadership to the ISET Program operational team and quality assurance / oversight to its functions
  • Participate in EDCS senior leadership circle - department-wide strategy, continued growth of the department's vision
  • Uphold strong and responsive communication with all facets of the SITAG team and network
  • Ensure operational excellence to maintain SITAG's "Optimal" capacity assessment
  • Lead operational relationship with government counterparts at Service Canada
  • Lead operational relationship with the SIIT Finance department

Finance, Reporting & Compliance

  • Oversee and support financial management, planning, systems, controls and evolve related processes for efficiency
  • Oversee annual financial and operational planning and audit, in-year financial analysis
  • Ensure timely financial reporting and responsiveness to Service Canada
  • Monitor terms of agreements, including the management agreements between SITAG and the network of Tribal Councils and Independent First Nations, as well as training purchase & administrative agreements between SITAG and SIIT
  • Develop and maintain options for regional funding allocation methodologies
  • Advance the financial reporting relationships among network of Tribal Councils, Independent First Nations and SIIT
  • Undertake financial analysis to support internal decision-making and external needs among stakeholders
  • Oversee financial monitoring among network
  • Participate in guiding SITAG policy development initiatives
  • Maintain the Employment Insurance client verification process
  • Monitor legislation, regulations, policies, and procedures applicable to reporting and operations to ensure SIIT compliance
  • Maintain confidentiality at all times, ensuring that information is not released unless authorized by policy, required by law, or through written consent

Systems, Data & Capacity Building

  • Responsible for SITAG's data system, Training Administration System (TAS)
  • Evaluate alternative data systems
  • Implement quarterly data export for government reporting
  • Produce information and data analysis to inform internal decision-making and external stakeholder needs
  • Lead engagement with the network of Tribal Councils and Independent First Nations, as well as, internal engagement to determine system & data needs and capacity building needs
  • Develop and deliver regional Labour Force Development capacity building activities as needed
  • Lead and implement continual development and evaluation activities through collaboration with internal and external counterparts

People Management and Leadership

  • Ensure a positive, diverse and inclusive work and learning environment
  • Coach, develop and mentor direct reports to ensure their success; demonstrate leadership and initiative in sharing expertise with other team members
  • Hold employees accountable for outcomes and a high level of performance by addressing people management issues within the department in a timely manner
  • Provide leadership by delegating tasks, responding to staff inquiries and providing overall direction to employees
  • Coordinate and balance the workloads of staff by effective work allocation, cross training, and prioritization
  • Take a lead role in building and leading the department through employee selection, coaching and development

Required Qualifications and Experience : A degree in business, finance or a related post-secondary degree is preferred. Five (5) years of related experience in the field or related area, coupled with experience in financial management, with a minimum of 3 years in a supervisory role.

Experience working with Microsoft office suite of programs and accounting software is required. An equivalent combination of education and experience may be considered.

Knowledge of First Nations cultures and organizations would be an asset. Incumbent must have a valid driver's license and reliable transportation as travel is required.
