Main Purpose & Function

The Social Planning Analyst works independently and as part of multiple teams within Social Policy to support and advance social plans, projects and initiatives that contribute to a healthy, equitable, sustainable and resilient city for all.

This role acts as a leader within the division in practicing research, engagement, data analysis, data visualization, policy analysis, evaluation and communications.

The Social Planning Analyst undertakes a portfolio of work supporting the research and data needs of other teams in Social Policy and works collaboratively with staff leading and working on these teams, while also advancing division-wide priorities and identifying opportunities to streamline and support work across multiple portfolios.

Portfolios may include work with any teams within Social Policy and Projects based on operational need, interest, and skills, and currently include : Healthy City Strategy, social indicators and trends, grants, youth safety, anti-racism and equity, accessibility, childcare, social infrastructure, food systems, community and gender safety, mental health and substance use, community economic development, and Indigenous community development.

Specific Duties & Responsibilities

  • Conducts research and analysis of social issues and trends relating to social sustainability and equity in the City of Vancouver, supporting the ongoing implementation of the Healthy City Strategy, City of Reconciliation, Equity Framework, and other social policies that address the root causes and systems that create inequity in the city.
  • Creates, accesses, maintains, warehouses and analyzes datasets in multiple formats, including qualitative and quantitative data collected through engagement, surveys, mapping or other tools.
  • Builds knowledge, expertise and critical practice in using multiple research methodologies and mixed data sources to enable evidence-informed decision-making.
  • Supports policy development, operationalization, implementation, monitoring, metrics and reporting for major social policies, plans and strategies.
  • Provides responsive and timely support to the research and data needs of other Social Policy teams while proactively identifying opportunities for synergies and complementary efforts in other areas.
  • Develops relationships and conducts ongoing engagement with community members and community organizations around social policy research and data.
  • Contributes to the development of research and data governance models that ensure data can be used with integrity, safety and respect for the people and groups implicated.
  • Scopes, develops and delivers reports, presentations, data visualizations and other communications materials.
  • Participates in team development and critical practice to shape collective work priorities and opportunities for ongoing improvement to research and data roles and functions.
  • Other duties as assigned.

Qualifications

Education and Experience :

  • University graduation, preferably a post-secondary degree, in an area such as social sciences, policy analysis, Indigenous studies, urban planning or other relevant disciplines, or an equivalent combination of education and experience.
  • Professional, volunteer, community and / or academic experience in data analysis and interpretation, demographic analysis, research coordination and report writing in an area such as : social issues, population health, equity and decolonization, Indigenous data, social service planning.
  • Experience in a research and / or policy setting working in a complex environment as part of a team, preferably direct experience relating to social and community development policies and programs.

Knowledge, Skills and Abilities :

  • Considerable knowledge of current social issues in Vancouver, systemic inequities and gaps in the social determinants of health, and relevant roles and responsibilities of different levels of government.
  • Considerable knowledge and / or experience of histories, goals, policies, rights and issues that shape current relationships between Indigenous Nations, urban Indigenous communities and organizations and local government in Vancouver.
  • Working knowledge of key social data sources such as the Census of Population, major population surveys and administrative datasets, and the limitations of these sources.
  • Working knowledge of key City of Vancouver social policies and projects.
  • Ability to engage with diverse communities and organizations in Vancouver, including communities with intersecting identities of Indigeneity, race and colour, cultural identity, place of origin, ability, age, sex, gender, sexual orientation and socioeconomic status.
  • Excellent information and data management and analytical skills.
  • Excellent written and verbal communication skills and ability to produce materials for diverse audiences.
  • Strong organizational skills and ability to self-manage work, including ability to adapt to priorities and meet prescribed deadlines in a changing environment.
  • Ability to work effectively individually and collaboratively as a member of multiple policy and project teams in a fast-paced environment.
  • Ability to develop and maintain effective working relationships with internal and external stakeholders.
  • Proficiency in software for data analysis, reporting, presentation and graphic design, including an aptitude for learning new systems;

experience with specific office software (Word, Excel, Access, PowerPoint), GIS software (ArcGIS Pro), qualitative and quantitative analysis software (SPSS, NVivo), graphic design and publishing software (Illustrator, InDesign, Photoshop) and creating and maintaining relational databases are assets.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 4 days a week from locations that are a daily commutable distance from their work at a City worksite.

At this time this position is eligible to be part of the Flexible Work Program.
