Reporting to the Vice President Capacity Access and Flow, the Director- Capacity, Access and Flow (Mental Health and Addictions) provides leadership, direction and oversight to the plan development, implementation and evaluation of health system capacity, access and flow strategies for the Central Region.

This position is a change agent driving access and flow, improving quality metrics, streamlining system design and implementing sustainable improvements to system-wide flow;

increasing clinical capacity and improving patient experience across the region.

Here is what you will be doing :

Major Responsibilities

Working in close collaboration with the Vice President Capacity Access and Flow, the Director Capacity, Access and Flow (Mental Health and Addictions) will play a leadership role in the following areas :

Health system planning and improvement

  • Develop and support the implementation of strategic and operational short- and long-term capacity goals and objectives that improve access and flow and drive Ontario Health’s strategic priorities.
  • Liaise with system partners and use data to identify system level barriers and gaps and facilitate engagement to identify opportunities for improvement, including but not limited to resources, accountability, collaborations and integration opportunities, and develop strategies to address.
  • Leverage system knowledge and relationships to identify and support innovative partnerships, programs and / or initiatives to increase system capacity.

System capacity planning & management

  • Monitor and leverage provincial and regional performance data related to capacity, access and flow to support identifying trends, gaps and areas of opportunity and to support timely decision making.
  • Develop short- and longer-term plans for services that match capacity and demand and enable better flow from a system-wide perspective.
  • Support review and evaluation of submissions to identify funding opportunities aligned with stated objectives of calls for proposals.

Develop and lead stakeholder relationships

  • Establish and maintain effective working relationships with system leaders to support improvements to care.
  • Work with partners across hospital and community services to ensure alignment of multiple clinical and support service capacity initiatives.
  • Work with the MHA Centre of Excellence to ensure alignment of activities and priorities in support of building a comprehensive and connected mental health and addictions system.
  • Lead and / or participate as a key representative on appropriate provincial and regional tables, committees and working groups to inform coordination and planning, development and implementation of best practices, and recommend changes to existing programs including priorities for allocation of funds.
  • Foster strong collaboration with internal clinical, strategy, OHT planning and performance management teams to ensure alignment across the organization, and to integrate and align efforts in support of shared goals.

Here is what you will need to be successful :

Education and Experience

  • Master’s Degree in health, business administration or related field.
  • Clinical experience, an asset.
  • 5 to 10 years leadership experience in a complex clinical or healthcare environment.
  • Five (5) to Ten (10) years’ progressive experience successfully leading and managing teams in a provincial or regional health agency.
  • Experience leading a staff team.
  • Ability to think conceptually, plan flexibly, identify continual opportunities for improvement, and operate effectively in a complex environment.

Knowledge and Skills

  • Demonstrated understanding of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development.
  • Practical experience in change and quality improvement methods and tools, and the ability to draw on leading practices to adapt and apply these skills.
  • Exceptional leadership competencies with strong interpersonal skills, administrative / organizational capabilities and proactive skills in team building (internal and external to the organization) and decision making.
  • Strong negotiation skills.
  • Advanced training in Patient Flow, Health Care Improvement, Project Management and Change Management an asset.
  • Experience in leading large scale change initiatives with demonstrated ability to manage multiple and complex projects to meet aggressive timelines.
  • Experience in leveraging data to inform decision-making and innovative practices.
  • Ability to apply Performance improvement philosophy, principles, and technology.
  • Demonstrated ability to approach issues and challenges in an innovative and creative manner.
  • Strong critical and analytical thinking and problem-solving skills.
  • Excellent facilitation, training and presentation skills.
  • Exceptional communicator, both written and verbal.

Employment Type : Temporary Full-Time (12-month contract)

Salary Band : 9

Location : Ontario (currently hybrid; subject to change)
