Work Arrangements : Due to the nature of the work and operational requirements, this position is eligible for a hybrid work arrangement (combination of working onsite and telework). The Role

We are looking for a Research Security Lead to support our Security Branch. The Research Security Lead would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Research Security Lead is responsible for the program development and implementation of two emerging areas for the NRC : Research & Security and Open-Source Intelligence (OSINT) collection. The position responds to client requirements for security analysis and has a leadership role in the expansion of NRC’s research and security program.

Clients span across all Research Centres, Branches and IRAP (CBI) at various levels requesting information related to individuals and companies with whom they will likely conduct partnerships or collaborations. Other requests for information may be in relation to a specific security file.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates :

Education

Bachelor’s Degree in a relevant field such as law, political science, international studies, criminology, or another related field. An equivalent combination of work-related experience and education may also be considered .

  • Experience working with stakeholders in the management of security related initiatives.
  • Experience in doing research, including those related to the collection, integration and analysis of data from multiple open data media sources, internet and social media technology platforms.
  • Experience in developing intelligence briefings, security assessments and threat / risk analyses.
  • Experience monitoring and implementing innovative research methodologies to efficiently track trends regarding security vulnerabilities.
  • Experience making recommendations to senior management.
  • Condition of Employment

    A secret clearance must be obtained within 12 months of employment.

    Candidates will be assessed on the basis of the following criteria :

  • Significant
  • knowledge of the principles, methods and techniques for conducting threat and risk assessments specifically, in identifying risks and determining when a mitigation measure must be put in place.
  • Knowledge of open-source intelligence OSINT work, including the use of open-source intelligence tools, techniques and procedures.
  • Knowledge of the techniques, methods and approaches in conducting complex assessments.
  • Knowledge of the Privacy Act, as well as relevant Treasury Board Secretariat (TBS), Public Safety policies and procedures with regards to Research Security.
  • Ability to synthesize voluminous material and disseminate detailed information in a clear and comprehensive report.
  • Ability to identify linkages in new data with existing intelligence analysis.

    For this position, the NRC will evaluate candidates using the following competency profile : Management Services.

    Compensation

    From $93,396 to $104,584 per annum. In addition, the incumbent who meets the language requirements will receive the Bilingualism Bonus of $800 per year.
