MANDATE / PURPOSE
Assist Senior Management in effectively managing all aspects of the Risk department
Lead the Risk department in its primary function of providing independent and effective risk oversight of the Branch
Provide independent risk evaluation, credit administration to loan documentation, special assets and credit portfolio management, operational risk reviews, and timely market risk analysis and management
Monitor and oversee all the lending activities and execution of the risk management of the Branch
Create and maintain risk related policies and procedures, and Branch risk practices such as the Risk Control Self-Assessment (RCSA) programme and other control and risk reporting mechanisms
KEY TASKS
Liaise and communicate with, and report to HO on departmental matters ensuring HO requests are met, subject to local laws and regulations, as directed by Senior Management
Review and update existing as well as draft new department policies and procedures ensuring compliance with current local laws and regulations and changes from HO policies and procedures
Serve in accordance with Branch succession plans, participation and active involvement in MC, RICC, CC, Compliance Committee, and other bank meetings where required
Maintain current knowledge regarding global and local accounting and regulatory authorities and related risk management guidelines and directives including but not limited to BASEL, IFRS and OSFI
LIMITS AND AUTHORITIES
Credit limit and or related signing authorities awarded as per HO Credit Approval Authority Delegation Letter
JOB SPECIFICATIONS
EDUCATION
Undergraduate degree, preferably in accounting, finance or banking
MBA, CS or CFA an asset
REQUIRED EXPERIENCE
Minimum of 15 years of banking / finance experience within all aspects of risk management, finance, commercial and corporate, capital markets products
Local credit approval / analysis experience in corporate banking
Extensive knowledge of financial products and services, and related regulatory issues, with familiarity of current Canadian financial institutions regulatory requirements
SKILLS AND ABILITIES
Strong oral and written communication, reporting, and presentation skills in English; Mandarin and simplified Chinese an asset
Familiarity with PC based applications with a solid working knowledge of Microsoft Office Suite (Word, Excel, Powerpoint, Access) with working skills in report development and data processing using VBA / Excel / Access and relational databases (SQL Server, Access) and strong SQL programming skills
Advanced training in financial risk analysis and strong understanding of Third Party Risk Analytical software, such as Kamakura, with knowledge of PD, LGD, AD, VaR, other key risk analytical points, and how they are determined and calculated
