Program Manager, Full-Time
Taproot Community Support Services is a 100 percent employee‑owned organization through an Employee Ownership Trust (EOT). We are launching a new Community Based Community Inclusion program called Bloom, designed for adults over 19 who are eligible for Community Living British Columbia. The program will serve 25‑30 persons located in Surrey, BC, and runs 7 days a week, 9:00 am to 9:00 pm (except statutory holidays).
Position Overview
The Program Manager provides operational and administrative direction for the development, implementation, and day‑to‑day management of Bloom. The role leads delivery of person‑served care, focusing on individualization and integration of services. Responsibilities include administration, financial management, employee and community relations, and care delivery outcomes. The manager participates in agency decision making and is the primary liaison with the contracting body.
Responsibilities
- Administration
- Participate in long‑term planning and visioning for the program and organization.
- Develop and manage the annual program budget and perform periodic cost and productivity analyses.
- Ensure personnel administration meets agency, licensing, funder, and CARF standards.
- Employee Relations
- Recruit, screen, and hire qualified staff.
- Provide coaching, mentorship, and supervision of staff.
- Conduct performance conversations and manage employee/labour relations, conflict, and compliance with employment standards.
- Handle disciplinary actions and labour negotiations.
- Service Delivery
- Promote a safe, structured, and predictable environment.
- Design, implement, and evaluate trauma‑informed programs that support developmental needs.
- Foster a collaborative team environment and develop strategies to mitigate trauma triggers.
- Public/Community Relations
- Represent the program at inter‑agency forums, media, government agencies, families, funding bodies, and the community.
- Provide on‑call and emergency coverage.
- Submit required criminal record checks and Government Screening Letters.
Qualifications
- Degree in humanities, social sciences, or related field with management preparation.
- Minimum of 3 years in a similar facility or program, with at least 1 year in a supervisory role.
- Experience with financial and human resource management.
- Current WCB Occupational First Aid, Level 1 and CPR certificates required.
- Non‑Violent Physical Crisis Intervention Certificate and Conflict Resolution Certificate.
- Experience with basic sign language or alternative communication strategies is an asset.
- Valid Class 5 driver’s license and clean driver’s abstract.
Other Requirements
- Prior experience in Trauma Informed Practices.
- Prior experience in implementing Behavioural Interventions.
- Successful criminal record/vulnerable sector check.
- Will sign confidentiality, conflict of interest, abuse protocols, and code of ethics statements.
