Emergency Management Program Manager

Lead emergency management strategy for the City of Dawson Creek, using regulatory compliance and business continuity expertise. This full-time position works 35 hours weekly.

Reporting to the Deputy Fire Chief, the Emergency Planning Manager provides strategic leadership across municipal preparedness, response, recovery, and continuity programs. The position advises senior leadership and Council while serving as the City's designated emergency management subject matter expert. Responsibilities include program administration, legislative obligations, risk management, and continuous improvement.

Key Responsibilities:

• Develop multi-year strategies, annual work plans, and program priorities
• Lead Emergency Management Program development, implementation, and evaluation
• Ensure compliance with EDMA, regulations, and provincial guidance
• Maintain Emergency Operations Centre operational readiness
• Advise senior leadership during emergency events and activations

Requirements:

• Education in emergency management, public safety, or related discipline
• At least five years of progressively responsible related experience
• At least two years of supervisory or management experience
• Knowledge of ICS, EOC functions, recovery, and business continuity
• Knowledge of municipal operations and emergency management legislation
