Job Description
The Municipal District of Taber is seeking a Manager of Public Works to lead the operation, maintenance, construction, and improvement of the MD’s transportation and drainage infrastructure.
Reporting to the Director of Municipal Operations and leading a team of six direct reports, the Manager of Public Works provides leadership, direction, planning, and oversight to Public Works operations and crews. You’ll coordinate road construction, maintenance, gravelling, grading, drainage improvements, patching programs, and snow and ice control, making sure services are delivered safely, efficiently, and in line with municipal policies, budgets, and strategic objectives while building a culture of safety, accountability, and continuous improvement.
Key Responsibilities
Leadership & Supervision
- Provide leadership, direction, and supervision to the Public Works & Construction Supervisor and all Public Works operational crews
- Establish work priorities and allocate personnel, equipment, and resources to meet operational objectives
- Participate in recruitment, training, performance evaluations, coaching, and disciplinary processes in accordance with municipal policies
- Promote teamwork, professionalism, safety, and accountability throughout the department
Operations & Infrastructure
- Plan, organize, coordinate, and evaluate Public Works operations and maintenance programs
- Oversee all aspects of municipal road construction and maintenance programs
- Coordinate grading, gravelling, patching, drainage, snow and ice control, and construction activities
- Conduct regular inspections of roads, drainage systems, and related infrastructure to determine maintenance and improvement requirements
- Develop annual work plans and recommend priorities for maintenance and capital improvement activities
- Monitor service delivery and implement improvements to enhance operational effectiveness
- Coordinate Alberta One-Call requirements as necessary
Planning & Budgets
- Assist in the preparation and administration of departmental operating and capital budgets
- Monitor expenditures and ensure effective use of municipal resources
- Provide recommendations regarding equipment replacement, fleet requirements, maintenance programs, and operational improvements
- Assist in identifying future infrastructure maintenance requirements and in long-term planning initiatives
Health & Safety
- Ensure compliance with applicable legislation, municipal policies, safety standards, and operating procedures
- Promote and enforce workplace health and safety practices, and support departmental safety meetings and training
- Investigate safety concerns and implement corrective actions where required
- Ensure employees perform equipment inspections and report deficiencies, and oversee preventative maintenance practices for municipal equipment and assets
Relationships & Communication
- Maintain effective working relationships with municipal staff, contractors, suppliers, regulatory agencies, and the public
- Respond to public inquiries and concerns related to Public Works operations
- Attend meetings as required and represent the department on operational matters
- Provide operational advice and recommendations to the Director of Municipal Operations
Requirements
Education & Experience
- Education or experience in municipal Public Works, Construction Management, Heavy Civil Construction, Business Administration, or an equivalent combination of education and experience
- Minimum five (5) years of progressively responsible experience in municipal public works or heavy civil construction
- Minimum three (3) years of supervisory or management experience
- Experience coordinating road maintenance, construction, grading, gravelling, drainage, and snow removal operations
- Experience managing personnel, equipment, budgets, and work programs
- Experience operating and maintaining heavy equipment is considered an asset
- Valid Class 5 Driver’s Licence
Knowledge & Skills
- Thorough knowledge of municipal public works operations, road maintenance, construction practices, drainage systems, and equipment management
- Working knowledge of occupational health and safety legislation and municipal operating practices
- Proficiency in Microsoft Office applications
- Strong leadership, team-building, public relations, and employee management skills
- Excellent verbal and written communication skills
- Strong organizational, planning, and time management abilities, with the ability to prioritize multiple projects and operational demands
- Sound judgment and problem-solving skills, with the ability to work independently, analyze operational requirements, and recommend practical solutions
- Ability to work effectively under pressure and respond to changing priorities
- Commitment to safety, accountability, continuous improvement, confidentiality, and ethical conduct
Working Conditions
- Combination of office and field work, including regular site inspections on roads, drainage projects, and construction activities
- Exposure to outdoor weather conditions and construction environments
- Personal protective equipment required, including safety boots, high-visibility vests, and hearing protection
- Physical demands include standing, walking on uneven terrain, and bending; occasional lifting of heavy items may be required
