Senior Application / Solutions Architect – Health Application Services

Client: Service New Brunswick (SNB) – Provincial Health Application Services (PHAS)

Requisition: Application/Solution Architect (ASA II)

Location: Fredericton, New Brunswick – 100% Onsite

Start Date: December 9, 2026

End Date: December 8, 2027

Duration: 12 months / 261 days

Extension: One optional 12-month extension

Workday: 7.25 hours/day

Position Overview

Service New Brunswick (SNB), through its Provincial Health Application Services (PHAS) branch, is seeking a Senior Application / Solutions Architect to lead the design and development of the Personal Health Number (PHN) Registry.

The successful candidate will work closely with the Medicare and MyHealthNB teams and provide senior-level architecture, technical leadership, development guidance, design oversight, and stakeholder support for complex healthcare applications.

The resource will be responsible for ensuring that technology solutions align with business requirements while meeting technical, security, performance, integration, and enterprise architecture standards.

Key Responsibilities

  • Lead the design and development of the Personal Health Number (PHN) Registry.
  • Work collaboratively with the Medicare and MyHealthNB teams on architecture, design, development, and implementation.
  • Provide solution architecture guidance and technical direction to internal staff and consultants.
  • Provide direction regarding:
    • Solution architecture
    • Technical design
    • Development methodologies
    • Development standards and procedures
  • Advise business and technical stakeholders to ensure technology solutions meet business requirements.
  • Oversee the development and maintenance of solution design and technical architecture documentation.
  • Lead and participate in analysis, design, development, testing, implementation, and enhancement activities.
  • Lead and participate in the PHN technical working group.
  • Lead technical design and development activities, including code reviews and design reviews.
  • Work closely with:
    • Medicare Business Team
    • Medicare Application Support Team
    • eHealthNB Support Team
    • Health Solutions Strategists
    • Database Administrators (DBAs)
    • Program Manager
    • Project Manager
    • Lead Business Analyst
    • MyHealthNB PHN project team
  • Ensure secure application design and coding requirements are incorporated into implementations.
  • Support development of User Acceptance Testing (UAT) plans.
  • Support functional and technical design documentation.
  • Support system testing and defect-management processes.
  • Support production stabilization, troubleshooting, and code fixes.
  • Participate in team Scrum activities and maintain/update team documentation as required.
  • Provide technical assistance on other PHAS initiatives as time permits.
  • Perform other related duties as assigned.
  • Some after-hours/weekend work may be required, subject to prior approval.


Requirements

Mandatory Requirements – MUST HAVE

Candidates must satisfy ALL mandatory requirements to proceed to evaluation. Failure to clearly demonstrate any mandatory requirement may result in disqualification.

M1 – Education

  • Degree from a recognized university in Computer Science or a similar discipline is preferred.
  • An equivalent combination of education and experience may be considered.
  • Candidate submission must clearly identify:

M2 – IM/IT Experience

  • Minimum 15 years of demonstrated experience in Information Management / Information Technology (IM/IT).

M3 – Senior Programmer / Systems Analyst

  • Minimum 5 years of demonstrated experience as a Senior Programmer and/or Systems Analyst.

M4 – Application / Solutions Architect

  • Minimum 3 years of demonstrated experience as an Application Architect and/or Solutions Architect.

M5 – Communication

  • Excellent verbal and written communication skills in English.

M6 – Availability / Location

  • Must be available to start December 9, 2026.
  • Must be able to work full-time onsite in Fredericton, New Brunswick.
  • Remote work may only be possible at the client's request and approval.
  • Candidate must remain available for periodic in-person meetings.

M7 – Submission Limitation

  • Only ONE candidate may be submitted by the vendor.
  • Submission of more than one candidate will result in disqualification of all vendor submissions.

S1 – Provincial Healthcare Experience

8+ years preferred

  • Demonstrated experience working with Provincial Healthcare and Electronic Healthcare applications in a Canadian context.
  • Experience with Canadian provincial health systems, healthcare applications, health registries, electronic health records, Medicare/eHealth environments, or comparable government healthcare platforms is highly desirable.

S2 – End-to-End Technical Solution Development

8+ years preferred

Demonstrated experience:

  • Developing technical solutions
  • Documenting technical solutions
  • Coding
  • Testing
  • Implementing solutions
  • Translating business requirements into technical solutions
  • Working with business and technical stakeholders throughout the solution lifecycle

S3 – Large-Scale Enterprise Systems

5+ years preferred

Experience with large and complex software systems involving:

  • Web interfaces
  • Batch processes
  • Time-based transactions
  • Long-running transactions
  • Multiple integration points
  • Complex application environments
  • Enterprise system integrations

S4 – Enterprise Architecture

5+ years preferred

Demonstrated experience designing architecture where:

  • Multiple systems must be considered
  • Multiple business/technical domains must be integrated
  • Enterprise-wide architecture must be considered
  • Dependencies and integrations between applications are assessed
  • Architecture decisions support broader organizational/business objectives

S5 – Enterprise Application Performance

5+ years preferred

Demonstrated experience:

  • Analyzing performance issues
  • Designing performance improvements
  • Implementing application performance enhancements
  • Troubleshooting large-scale enterprise applications
  • Optimizing application architecture and technical components

S6 – .NET Development

8+ years preferred

  • Demonstrated professional experience as a .NET developer.
  • Strong hands-on .NET development experience is highly desirable.

S7 – Microsoft SQL Server

8+ years preferred

  • Demonstrated professional experience working with Microsoft SQL Server.
  • Experience designing, developing, troubleshooting, optimizing, and supporting SQL Server-based applications is highly desirable.

S8 – Java / JavaScript Development

5+ years preferred

  • Demonstrated development experience with Java.
  • Demonstrated development experience with JavaScript.

Ideal Candidate Profile

The ideal candidate will be a senior-level Application/Solutions Architect with a strong combination of architecture, software development, systems analysis, healthcare application, and enterprise integration experience.

The strongest candidates will demonstrate:

  • 15+ years of IM/IT experience
  • 5+ years as a Senior Programmer/Systems Analyst
  • 3+ years as an Application/Solutions Architect
  • 8+ years of Canadian provincial healthcare/eHealth application experience
  • Strong .NET development background
  • Strong Microsoft SQL Server experience
  • Strong Java and JavaScript development experience
  • Enterprise architecture experience
  • Large-scale application and integration experience

  • Experience with government or provincial healthcare environments

Project Focus

The primary focus of this engagement is the Personal Health Number (PHN) Registry.

The successful architect will provide technical leadership across the analysis, architecture, design, development, testing, implementation, stabilization, and enhancement lifecycle while collaborating with the Medicare, MyHealthNB, and broader PHAS teams.

Work arrangement: Full-time onsite.

Candidates located outside Fredericton must be prepared to manage their own travel and accommodation arrangements. SNB will not reimburse vendor travel expenses or travel time to/from Fredericton.
