Position Overview: The Terminal Manager, Bulk Terminals is responsible for the safe, compliant, and efficient day-to-day operation of the rail terminal, including railcar coordination, transloading, scale-house activities, yard maintenance, inventory control, and customer service. This hands-on leader plans and oversees the work of terminal personnel, maintains regulatory and equipment compliance, manages truck and rail traffic, supports accurate billing and documentation, and builds strong relationships with customers, transportation partners, and internal teams. The role also drives operational and financial improvement by establishing performance measures, strengthening safe work procedures, developing employees, and providing reliable service that meets customer and business expectations.

Responsibilities
Terminal & Yard Operations
- Coordinate day-to-day terminal operations (rail cars, trans-loading, scale house, etc.)
- Oversee, coordinate, and manage truck and rail car traffic in and out of the facility, including yard logistics, to ensure a safe workplace while meeting service and profit expectations
- Order and release rail cars through the CN website
- Develop the weekly schedule for cars, time slots, and transload days; communicate it to the team and confirm with customers
- Fill in on transload vacancies to protect operations
- Demonstrate a "hands-on" management style, with intimate knowledge of terminal and equipment operations, and perform the work as required to serve customers
Yard & Equipment Maintenance
- Provide railyard maintenance (snow clearing, ice control, vegetation control, grading, graveling as needed)
- Perform monthly track inspections and take action to remain compliant
- Ensure all equipment is compliant and re-certified within required timeframes
Safety, Health & Procedures
- Develop and maintain Safe Work Procedure documents for all yard-related tasks and ensure compliance
- Work with Seaboard Safety HSE to ensure the Woodstock Operating/Work Procedures are adequate
- Conduct ongoing safety audits
- Initiate and participate in daily toolbox meetings; conduct quarterly safety meetings
- Meet with individual staff and direct other activities that promote safety and continuing education
- Ensure all required inspections and audits are completed
Regulatory Compliance & Technical Knowledge
- Stay current on regulatory changes from Environment Canada, CN, Transport Canada, the Ontario Ministry of Transportation, OH&S, TDG, etc.
- Stay current on TDG regulations, product handling, and hazard management, particularly for liquid petroleum and chemical products
Documentation, Scale & Inventory
- Operate the scale and submit information to Finance for billing
- Keep customer and railyard inventory tracking current
- Provide all documentation and BOLs to team members; review completed paperwork; provide BOLs to outbound trucks and obtain signatures
Customer Relations & Service
- Coordinate transload personnel to deliver safe, reliable, professional service to customers and transport companies
- Serve as the customer point of contact and expand relationships through calls, emails, and in-person meetings
People Management & Leadership
- Plan, schedule, and oversee staff work for efficiency and compliance
- Provide leadership and feedback, and maintain open communication with the Director and Senior Management
- Develop KPIs for Terminal Operators and Terminal Operations
- Assist the Director with performance reviews
- Assist HR with recruiting
- Submit payroll
Business Development & Financial Performance
- Propose and deliver solutions to improve operational and financial goals
- Coordinate sales of parking space leasing and submit documentation to Finance
Requirements
- Relevant experience in terminal, rail, transload, bulk-material, logistics, transportation, or industrial operations.
- Demonstrated experience supervising employees, scheduling work, providing coaching, and supporting performance management.
- Working knowledge of applicable occupational health and safety, Transportation of Dangerous Goods, environmental, rail, and transportation requirements.
- Ability to understand and oversee the safe handling of liquid petroleum, chemical, or other regulated products.
- Experience coordinating truck and railcar movements, inventory, inspections, maintenance activities, and operational documentation.
- Strong planning, problem-solving, decision-making, and organizational skills in a fast-paced operating environment.
- Clear written and verbal communication skills, with the ability to build effective relationships with customers, carriers, employees, regulators, and internal partners.
- Comfort using computer-based systems for scheduling, inventory tracking, railcar ordering and release, documentation, billing support, payroll, and reporting.
- Ability and willingness to take a hands-on approach, work outdoors in varying conditions, and provide operational coverage when required.
