Location: Toronto, Ontario – 222 Jarvis Street

Work Arrangement: 100% Onsite – 5 Days/Week

Contract: September 21, 2026 – March 31, 2027

Extension: Possible, up to 1 additional term

Position Overview

We are seeking an experienced Intermediate Software Developer to support the Government Services Integration Cluster in designing, developing, testing, implementing, and maintaining large-scale, multi-client web applications.

The successful candidate will have strong hands-on experience with Java, Oracle/SQL databases, REST APIs/Web Services, Azure DevOps, microservices, and object-oriented development practices. The role requires the ability to work closely with both functional and technical teams in an Agile environment and deliver high-quality solutions within aggressive timelines.

Mandatory Skills & Experience

Candidates must meet all of the following requirements:

  • 5+ years of experience as a designer and developer working on large-scale, multi-client web applications.
  • 5+ years of hands-on Java development experience with Oracle or SQL databases.
  • 2+ years of hands-on experience with REST APIs / RESTful Web Services.
  • Experience using Azure DevOps.
  • Strong knowledge and practical experience with microservice architecture, including the ability to apply core architecture principles to improve product extensibility and maintainability.
  • Strong understanding of object-oriented programming and coding practices, including:
    • Design patterns
    • Refactoring
    • Clean code
  • Experience with relational and hierarchical database technologies.
  • Experience using query languages and information retrieval packages.
  • Experience with communications protocols.
  • Strong understanding of Agile methodologies.
  • Knowledge of security gateways and protocols, including:
    • JWT
    • OAuth 2.0
    • SSL Certificates

Key Responsibilities

The Software Developer will:

  • Translate technical systems specifications into working, tested applications.
  • Develop detailed programming specifications and technical solutions.
  • Write, generate, compile, test, debug, document, and maintain application code.
  • Design, develop, implement, and maintain enterprise applications.
  • Conduct unit testing, troubleshooting, debugging, and technical problem resolution.
  • Troubleshoot technical issues arising during software implementation, conversion, migration, and production operations.
  • Participate throughout the Software Development Life Cycle (SDLC).
  • Collaborate with IT professionals, functional teams, technical teams, project teams, and other developers.
  • Apply structured methodologies for application design, development, implementation, and maintenance.
  • Apply appropriate application design patterns and development standards.
  • Participate in application deployment and provide post-implementation technical support.
  • Analyze and resolve technical issues within tight timelines.
  • Elicit and document technical/business information from diverse business stakeholders and Subject Matter Experts.
  • Participate in design walkthroughs with project teams.
  • Prepare user and system documentation as required.
  • Contribute to technical quality assurance and ensure development standards are followed.


Requirements

Technical Requirements

Java & Application Development

  • 5+ years of hands-on Java development.
  • 5+ years of experience designing and developing large-scale, multi-client web applications.
  • Strong understanding of object-oriented programming.
  • Experience with design patterns, refactoring, clean-code principles, application design, deployment, and troubleshooting.
  • Knowledge of Internet-ready applications.
  • Experience with structured software development methodologies.
  • Knowledge/experience with Rapid Application Development (RAD) methodologies.

APIs & Architecture

  • 2+ years of hands-on experience developing and working with:
    • REST APIs
    • RESTful Web Services
  • Experience with microservice architecture.
  • Ability to apply architecture principles to enhance application extensibility, scalability, and maintainability.
  • Experience with middleware and gateways.

Database

  • 5+ years of Java development experience with Oracle or SQL databases.
  • Experience with relational and hierarchical database technologies.
  • Experience using query languages and information retrieval packages.
  • Strong database development and troubleshooting capabilities.

DevOps

  • Hands-on experience using Azure DevOps.
  • Experience supporting application deployment, troubleshooting, testing, and implementation.

Security

Knowledge and experience with security gateways and protocols, including:

  • JWT
  • OAuth 2.0
  • SSL Certificates

Agile & SDLC

  • Solid understanding of Agile methodologies.
  • Experience collaborating throughout the complete Software Development Life Cycle.
  • Ability to work with both functional and technical teams.

Public Sector / OPS Experience

Prior Ontario Public Service (OPS) or other public-sector development experience is highly desirable.

Candidates with OPS experience should understand or have exposure to:

  • OPS development standards and processes
  • Public-sector application development environments
  • Enterprise-scale government applications and SDLC practices

Additional / Nice-to-Have Experience

The following experience will be considered an asset:

  • Experience developing Internet-ready applications.
  • Experience with RAD methodologies.
  • Knowledge of Information Management principles, concepts, policies, and practices.
  • Experience with middleware and security gateways.
  • Experience reviewing, analyzing, modifying, encoding, testing, and debugging product installation scripts.
  • Post-implementation application support.
  • Experience conducting technical/design walkthroughs.
  • Knowledge of AODA and related accessibility regulations and standards.
  • Experience preparing user and system documentation.
  • Experience with Java and Oracle Application Development Framework (ADF).

Oracle / E-Business Experience – Asset

Experience with Oracle E-Business applications is an additional asset, particularly:

  • Impact assessments for Oracle E-Business customizations and extensions.
  • Oracle database, PL/SQL, SQL, XML, Unix shell scripting, and Oracle Data Integrator (ODI).
  • Oracle E-Business modules including:
    • General Ledger (GL)
    • Accounts Receivable (AR)
    • Collections
    • Accounts Payable (AP)
    • Inventory (INV)
    • FND
  • Oracle E-Business table structures related to GL, AR, Collections, AP, INV, and FND.
  • SQL tuning and partitioned tables.
  • Data warehouse and ETL methodologies.
  • OBIEE.
  • Account Receivable / Collections conversion experience.
