Client: Government Services Integration Cluster, Ministry of Public and Business Service Delivery and Procurement

Location: 40 St. Clair Avenue West, Toronto, ON

Work Arrangement: 100% Onsite – 5 days per week

Contract: September 21, 2026 – March 31, 2027

Position Overview

The Government Services Integration Cluster is seeking a Senior Solutions Designer to design and develop complex, highly available, enterprise-level technology and integration solutions.

The successful candidate will have extensive experience in backend design and development, enterprise integration, Spring Framework/Spring Integration, IBM App Connect Enterprise (ACE) or MuleSoft, REST/JMS/AMQP, databases, Azure integration, and cloud-based integration solutions.

The role requires strong systems-analysis and solution-design capabilities, the ability to translate business requirements into technical solutions, and demonstrated experience leading other developers as a Team Lead.

Key Responsibilities

  • Design hosting and technology solutions based on client business requirements, service specifications, standards, policies, best practices, and cost models.
  • Design and develop large, complex, highly available and mission-critical server applications and integration solutions.
  • Gather, analyze, and translate business and technical requirements into scalable solution architectures and technical designs.
  • Design enterprise integration solutions using appropriate integration patterns, technologies, design principles, and best practices.
  • Design and develop backend services using REST Web Services, JPA, Hibernate, SQL, and PL/SQL.
  • Design and implement integration solutions using Spring Framework, particularly Spring Integration.
  • Design and develop solutions using enterprise service buses and message-oriented middleware such as IBM App Connect Enterprise (ACE) or MuleSoft.
  • Work with integration technologies including JMS, AMQP, REST, APIs, Message Queues, Middleware, and ESB technologies, including their application within Azure Integration environments.
  • Design and implement cloud-based integration solutions.
  • Work with relational databases and data models, including Oracle and SQL Server.
  • Develop solutions based on business requirements using technologies and approaches such as UML, JEE, Service Bus, and ETL.
  • Conduct system analysis, requirements gathering, use-case development, and solution evaluation.
  • Develop prototypes and proof-of-concept solutions for presentation to clients and senior management.
  • Evaluate existing systems for technical performance, capacity, scalability, expansion, renovation, or replacement requirements.
  • Assess system performance and capacity and provide recommendations for optimization and improvement.
  • Prepare detailed technical specifications, architecture/design documentation, implementation documentation, and other required artifacts.
  • Participate in planning, migration, implementation, and sustainment of large and complex system-development initiatives.
  • Provide technical guidance and leadership to development teams and lead other developers as a Team Lead.
  • Facilitate technical discussions with developers, architects, business stakeholders, and senior management.
  • Provide advice on short- and long-term technology and solution-development activities.
  • Evaluate emerging technologies and trends for potential application to current and future technology requirements.
  • Support solution cost/benefit analysis and technology planning.
  • Ensure solutions align with enterprise architecture standards, security requirements, recovery procedures, and organizational policies.
  • Work collaboratively with project teams and ensure deliverables are completed within established timelines.


Requirements

Mandatory Qualifications & Skills

1. Technical Skills – Must Have

  • 10+ years of experience in backend design and development using:
    • REST Web Services
    • JPA
    • Hibernate
    • Databases
    • SQL
    • PL/SQL
  • Strong expertise in enterprise integration design, including:
    • Integration patterns
    • Integration technologies
    • Design principles
    • Integration best practices
  • In-depth knowledge of the Spring Framework, particularly Spring Integration, with hands-on experience designing and building integration solutions using Spring Integration.
  • Strong knowledge and hands-on experience with message-oriented middleware and Enterprise Service Bus (ESB) technologies, specifically IBM App Connect Enterprise (ACE) or MuleSoft.
  • Experience designing and building solutions using IBM ACE or MuleSoft.
  • Experience with integration technologies such as JMS, AMQP, and REST, including an understanding of their use within an Azure context / Azure Integration environment.
  • Hands-on experience with cloud-based integration solutions.
  • Experience working with Oracle and SQL Server databases and data models.
  • Experience with APIs, Message Queues, Middleware, and Enterprise Service Bus (ESB) technologies.
  • Experience designing solutions from business requirements using UML, JEE, Service Bus, and ETL.
  • 10+ years of backend design and development experience using REST Web Services, JPA, Hibernate, databases, SQL, and PL/SQL.
  • Demonstrated experience leading other developers as a Team Lead.

2. System Analysis & Solution Design

  • Experience conducting system analysis, requirements gathering, and use-case design.
  • Experience translating business requirements into technical architecture and solution designs.
  • Experience developing prototypes / proof-of-concepts for presentation to clients and/or senior management.
  • Experience evaluating existing systems, including technical performance, capacity, scalability, and feasibility of expansion, renovation, or replacement.
  • Strong conceptual and analytical capabilities for assessing technology requirements and conducting cost/benefit analysis.

3. Communication & Leadership

  • Excellent analytical, problem-solving, and decision-making skills.
  • Excellent verbal and written communication skills.
  • Strong interpersonal, negotiation, and stakeholder-management skills.
  • Demonstrated experience facilitating and leading discussions with both technical teams and business stakeholders.
  • Ability to provide technical advice and communicate complex technical concepts to various audiences.
  • Strong teamwork and collaboration skills.
  • Proven track record of meeting deadlines and delivering quality solutions.
  • Demonstrated experience leading development teams / developers as a Team Lead.

4. Public Sector / OPS Experience

  • Prior OPS/Public Sector experience is highly desirable.
  • Experience working with Enterprise Architecture within the Ontario Public Service (OPS).
  • Experience following OPS architecture standards, documentation standards, artifacts, and templates.
  • Knowledge of OPS I&IT standards, policies, procedures, infrastructure architecture, and enterprise technology practices is an asset.

Candidate Profile

The ideal candidate is a Senior Solutions Designer / Solution Architect / Integration Architect with 10+ years of backend development and solution-design experience, strong enterprise integration expertise, and deep hands-on knowledge of Spring Integration, IBM ACE or MuleSoft, REST, JMS/AMQP, Azure Integration, Oracle/SQL Server, JPA/Hibernate, SQL and PL/SQL.

The candidate must also demonstrate Team Lead experience, strong requirements-analysis and solution-design capabilities, and the ability to work directly with both technical and business stakeholders.

Prior Ontario Public Sector/OPS experience is strongly preferred.
