Job Title: Software Developer - Full Stack Senior (JAVA & Angular)

Location: Toronto / St. Catharines

Must Haves

• 8+ years of experience developing large-scale, production business applications using Java for backend/API development
• 5+ years of experience with Angular (or comparable modern JS/TS framework) for front-end development
• Reverse engineer and re-platform the existing logic ( (e.g., WebFOCUS)

Description / Responsibilities / Skills

Background Information

• This engagement supports the design, development, and delivery of a replacement operational reporting portal.
• The successful resource(s) will re-platform existing WebFOCUS reports into a modern, supportable web application hosted in the ministry's Azure environment.
• In accordance with Ontario Public Service (OPS) architecture, security, and accessibility standards.

General Skills

• Experience with Agile/Scrum methodology for the development, design, implementation, and maintenance of applications.
• Experience with relational database technologies and SQL, including reading and refactoring existing report/query logic.
• Ability to work independently and deliver production-ready components with minimal supervision, following knowledge transfer.

Full Stack Skills

• Design and implementation of overall solution architecture for a web-based reporting application.
• Supporting the implementation/upkeep of Continuous Integration and Continuous Deployment (CI/CD) pipelines, e.g., Azure DevOps.
• Ensuring the solution is designed and built for performance, scalability, and maintainability.

Desirable Skills

• Working knowledge of Power BI.
• Working knowledge of Databricks.
• Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.

Deliverables

• Fully commented and functional Angular front-end code for the reporting portal
• Unit test code and automated UI test coverage
• Responsive, accessible (AODA-compliant) report views translated from existing WebFOCUS report layouts
• Design and construction of REST API services exposing report and reference data
• Documentation for developers on effective use, integration, and versioning of the API
• Java-based backend services connecting the application to underlying relational databases
• Migration and refactoring of existing WebFOCUS SQL and report logic into the new application
• Source code developed to specification, version-controlled in Azure DevOps
• Knowledge transfer sessions and supporting documentation for ministry technical staff on the design and implementation of the reporting portal

Experience & Skill Set Requirements

Full Stack Development Java & Angular

• Demonstrated ownership of end-to-end solution architecture across the full stack, including sound trade-off decisions made independently
• Depth and breadth of hands-on full stack delivery will be weighted heavily, as this is the core capability required for the engagement

Database, SQL & Reporting Logic Migration

• Strong experience with relational database technologies and SQL
• Experience with database design and deployment

API Development & Azure Deployment

• Experience designing, building, and documenting REST API services
• Experience deploying and supporting applications in a Microsoft Azure environment
• Working familiarity with CI/CD pipelines (e.g., Azure DevOps) sufficient to integrate with an existing pipeline maintained by a separate team

Agile Methodology & OPS Delivery

• 5+ years of experience with Agile/Scrum delivery methodologies
• Knowledge of Ontario Digital Service standards and/or prior experience in an Ontario Public Service (OPS) or broader public sector IT environment
• Ability to work independently with minimal oversight and take ownership of delivery timelines, commensurate with a senior-level engagement
