Description:

WebFOCUS is the reporting and Business Intelligence (BI) framework currently used to support MTO operational reporting for several critical business functions. This engagement supports the design, development, and delivery of a replacement operational reporting portal. The successful resource(s) will re-platform existing WebFOCUS reports — including the underlying business logic, SQL, and data transformation rules — into a modern, supportable web application (Java back end / Angular front end) hosted in the ministry's Azure environment, in accordance with Ontario Public Service (OPS) architecture, security, and accessibility standards.

Deliverables:

The services and deliverables to be provided by the resource(s) will include the following:

• Web User Interface:
  
• Fully commented and functional Angular front-end code for the reporting portal
  
• Unit test code and automated UI test coverage
  
• Responsive, accessible (AODA-compliant) report views translated from existing WebFOCUS report layouts
  
• Application Programming Interfaces (API):
  
• Design and construction of REST API services exposing report and reference data
  
• Documentation for developers on effective use, integration, and versioning of the API
  
• Backend / Data Development:
  
• Java-based backend services connecting the application to underlying relational databases
  
• Migration and refactoring of existing WebFOCUS SQL and report logic into the new application
  
• Source Code:
  
• Source code developed to specification, version-controlled in Azure DevOps
  
• Knowledge Transfer:
  
• Knowledge transfer sessions and supporting documentation for ministry technical staff on the design and implementation of the reporting portal
  

General Skills:

• Experience in programming and analysis, with specialized software package support at the specified experience level
  
• Ability to collaborate with IT professionals throughout the software development process
  
• Experience with Agile/Scrum methodology for the development, design, implementation, and maintenance of applications
  
• Experience with design, coding, testing, and debugging of applications
  
• Experience with relational database technologies and SQL, including reading and refactoring existing report/query logic
  
• Excellent analytical, problem-solving, and decision-making skills; strong verbal and written communication skills
  
• Ability to work independently and deliver production-ready components with minimal supervision, following knowledge transfer
  

Full Stack Skills:

• Proficient with both front-end and back-end development, including associated areas such as database design/management and DevOps
  
• Experience with Java for backend/API development
  
• Experience with Angular for front-end development
  
• Design and implementation of overall solution architecture for a web-based reporting application
  
• Design and construction of REST API services, and integration of front-end UIs with those APIs
  
• Design and deployment of databases; ability to translate existing SQL/report logic into a modern application
  
• Experience deploying and supporting applications in a Microsoft Azure environment
  
• Supporting the implementation/upkeep of Continuous Integration and Continuous Deployment (CI/CD) pipelines, e.g., Azure DevOps
  
• Ensuring the solution is designed and built for performance, scalability, and maintainability
  

Desirable Skills:

• Prior exposure to or working knowledge of WebFOCUS is an asset
  
• Working knowledge of Power BI
  
• Working knowledge of Databricks
  
• Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards
  
• Ability to provide system documentation as required
  
• Experience working within an Ontario Public Service (OPS) or broader public sector IT environment
  

Requirements

Experience and Skill Set Requirements:

Must Haves:

• 8+ years of experience developing large-scale, production business applications using Java for backend/API development
  
• 5+ years of experience with Angular (or comparable modern JS/TS framework) for front-end development
  
• Reverse engineer and re-platform the existing logic ( (e.g., WebFOCUS)
  

Nice to have:

• experience in an Ontario Public Service (OPS)
  

Skill Set Requirements:

Full Stack Development – Java & Angular:

• 8+ years of experience developing large-scale, production business applications using Java for backend/API development
  
• 5+ years of experience with Angular (or comparable modern JS/TS framework) for front-end development
  
• Demonstrated ownership of end-to-end solution architecture across the full stack, including sound trade-off decisions made independently
  
• Depth and breadth of hands-on full stack delivery will be weighted heavily, as this is the core capability required for the engagement
  

Database, SQL & Reporting Logic Migration:

• Strong experience with relational database technologies and SQL
  
• Demonstrated ability to interpret, refactor, and re-platform existing report/query logic (e.g., WebFOCUS or equivalent BI tooling) into a modern application
  
• Experience with database design and deployment
  

API Development & Azure Deployment:

• Experience designing, building, and documenting REST API services
  
• Experience deploying and supporting applications in a Microsoft Azure environment
  
• Working familiarity with CI/CD pipelines (e.g., Azure DevOps) sufficient to integrate with an existing pipeline maintained by a separate team
  

Agile Methodology & OPS Delivery:

• 5+ years of experience with Agile/Scrum delivery methodologies
  
• Knowledge of Ontario Digital Service standards and/or prior experience in an Ontario Public Service (OPS) or broader public sector IT environment
  
• Ability to work independently with minimal oversight and take ownership of delivery timelines, commensurate with a senior-level engagement
