Work Model: Remote: Frequent car travel is required to assigned work locations within Ontario. This role would also require the incumbent to complete work from a home office. (All remote work must be completed from your home office within the province of Ontario.)

About Tarion

Since 1976, Tarion has served new home buyers and owners by ensuring that one of their life's biggest investments is protected. By law, almost all new homes built in Ontario are provided with a warranty by the builder. Tarion's role is to ensure that buyers of these homes receive the coverage they are entitled to under their builder's warranty. More than 375,000 homes are currently enrolled in the warranty and protection program. Every year about 55,000 new homes are enrolled.

About the Role

The Technical Risk Analyst role is an important part of Tarion's risk-based underwriting and inspection programs. This role combines the technical underwriting analysis function with proactive field-based construction risk review. The role is accountable for assessing vendor/builder technical competency, past performance, warranty and construction risk indicators, and site practices in order to identify potential risks, recommend appropriate underwriting or inspection actions, and support consumer protection outcomes.

The role acts as a technical resource to Underwriting, and communicates with builders, applicants, consultants, HCRA, and other enforcement or regulatory bodies where required. The position requires strong construction knowledge, analytical judgment, report-writing ability, and the ability to connect underwriting file information, warranty performance, builder interviews, and site observations into practical risk recommendations.

The position also requires strong technical understanding of residential construction, building science, warranty risk, underwriting risk, and Tarion processes. Ministry of Municipal Affairs OBC credentials in House and Legal, or equivalent experience and qualifications, are considered important assets.

What You Will Be Doing:

  • Analyze risk based on vendor/builder past performance.
  • Meet with builders on-site to review their construction practices, identify possible risk of future claims, make recommendations for the Builder to mitigate the risks, identify better building practices, and provide builder education.
  • Analyze files on the request of the underwriter in relation to the reasons for specific claims, reasons for outstanding reserves, trends etc. and then communicate back to the underwriter with recommendations. This will include liaising with warranty services.
  • Analyze builder risk via new builder interviews (new and existing builders when required).
  • Providing guidance on the points above to the underwriter in a timely manner to ensure builder's files are moved along.
  • Providing guidance and recommendations to the underwriters based on results of the vendor performance reviews and interview findings.
  • Review builder conduct type underwriting concerns and assist in analysis and provide recommendations to underwriters.
  • Responsible for tracking and maintaining statistical information, generating reports and reviewing all initiatives. Also responsible for the day-to-day record keeping and scheduling as required.


What You Will Need to Succeed:

The Ideal candidate for this position will have:

  • 3 - 5 years' construction related experience – preferably in freehold residential construction methods.
  • Minimum community college graduate, in building science or construction related diploma.
  • Practical experience with residential construction, including structural, HVAC, plumbing and building envelope.
  • Technical understanding of building science, warranty risk, underwriting risk, and the relationship between construction practices, claims outcome, builder competency and future risk.
  • Ability to read and interpret drawings, technical specification, inspection reports, warranty assessment reports and consultant reports.
  • Ability to work independently an as part of a team within a dynamic environment.
  • Superior communication (verbal and written), observation, negotiation, problem solving, analytical and conflict resolution skills.
  • Ability to maintain confidences, exercise sound judgment and discretion and work collaboratively with others.
  • Capacity to work in an empathetic and accessible manner, using effective communications to manage confrontational or stressful situations.
  • Excellent time management and interpersonal skills.
  • Comprehensive knowledge of the Ontario Building Code and construction practices in Ontario.
  • Above average keyboarding and computer skills in Microsoft Office and Internet environments.
  • An out-going self-starter with the ability to make decisions based on practical building knowledge.
  • Valid Class ‘G' driver's license and reliable transportation is essential.
  • Access to High Speed Internet connection in home office is essential.
  • Ontario Building Code BCIN qualification in Legal (general) and Part 9 (home) would be considered an asset.
